A Study On The Reform And Adjustment Of Administrative Divisions In Townships

Since China entered the modernization development,the urbanization process is extremely urgent,and the CPC Central Committee timely formulated the National New Town Planning(2014-2020)to meet the needs of urban-rural integration development,thus promoting the development of urbanization.The adjustment of administrative divisions discussed in detail in this paper is also one of the most powerful means to promote the development of urbanization,which can better serve the development of urbanization,and coincides with its needs.Since the 1980 s,China’s earliest idea of urban-rural integration has sprouted in the rural reform in 1983.After several twists and turns,we know that in 2003,Hu Jintao also made a good adjustment of administrative divisions under the premise of the scientific outlook on development in his speech.Since then,the concept of “overall urban-rural development” has emerged.There is a further explanation for the adjustment of administrative divisions.Many cities try to take the city as the leading and focus on the countryside,carry out innovative planning,reform the administrative divisions,and replan the layout of villages and towns,so as to change government functions and strengthen the role of grass-roots political power in building“revitalizing the countryside”.This paper analyzes the current situation of administrative division adjustment in Shunqing District,Nanchong City,Sichuan Province,expounds and analyzes in detail according to the interpreted relevant literature at home and abroad,combined with the current situation of administrative division adjustment in Shunqing District,and deeply excavates the existing problems according to the achievements of administrative division adjustment in Shunqing district,such as strategic guidance deviation,increasing management difficulty and fuzzy definition,Poor work operation,lagging supporting measures,weak supervision ability,lack of balance,weak protection of rights and interests,complex personnel situation and greater difficulty in integration.According to the problems described in this paper,we deeply analyze the causes of the problems,and deeply subdivide the problems according to the causes of the problems and the problems existing in the administrative division adjustment of Shunqing district.How to solve the problems,the proposed countermeasures are as follows: establish scientific and reasonable principles to guide the administrative division adjustment,straighten out the relationship between township governments,and promote the transformation of government functions Improve the supporting mechanism,promote the legalization of China’s adjustment,clarify the relationship between urbanization and administrative division adjustment,and promote the optimal allocation of factor resources and spatial resources.It is hoped that this paper can help the adjustment of administrative divisions in Shunqing District,promote the adjustment and development of administrative divisions in Shunqing District,so as to better increase the per capita income of residents in Shunqing District,further promote the progress of urban-rural integration.
