Study On The Transformation Of The Functions Of The Township Government In Yucheng District After The Adjustment Of The Administrative Division

The township government is the most grassroots organization of our government,which is the provider of grassroots public services,the organizer of grassroots social governance,and the ultimate implementer of various policies.In order to meet the needs of high-quality economic development and overall planning of urban-rural integration,in 2019,Sichuan carried out a province-wide adjustment and reform of township administrative divisions.After the adjustment and reform of township administrative divisions,development resources in the township area have been integrated,development space has been expanded,and rural productivity has been enhanced,the transformation of township government functions also faces new opportunities and challenges.Therefore,it is of great theoretical value and practical significance to study the issues related to the transformation of township government functions after the adjustment of administrative divisions.This paper firstly analyzes the theoretical research results on the reform of administrative division adjustment and the transformation of government functions domestic&abroad to clarify the ideas and space for this research.Then,guided by the new public service theory and polycentric governance theory,the basic situation of administrative division reform of Yucheng township is explained,meanwhile the current status of governmental functions performance of the township after the administrative division adjustment is summarized,namely,the enhancement of function which serves economic development,the improvement of function which serves the public,the improvement of administrative management efficiency and consolidation results in social management.Then,we discuss and analyze the problems of the change of township government functions after the administrative division adjustment,namely,unchanged concept of township government functions,the deviation of the scope of township government functions,and the traditional unitary way of township government functions.The way of performing township government functions is more traditional.Finally,we propose countermeasures and suggestions on how to promote the transformation of government functions after the adjustment of administrative divisions of townships,namely,to establish the concept of service-oriented township government functions,to optimize the assessment system of township government,to improve the system of township government affairs and financial rights,to improve the supervision mechanism of township government rights operation and to improve the ability of township government functions performance.This paper sorts out the problems facing the transformation of government functions after the adjustment and reform of township administrative divisions from the micro level,and proposes strategies and suggestions for promoting the transformation of government functions after the adjustment and reform of township administrative divisions from several aspects,so as to supplement the theoretical research results in related fields.In addition,it provides concrete empirical evidence on how to promote the governmental functions of townships after the reform of township administrative division adjustment for other regions.
