| Xi’an-Xianyang new district is the strategic breakthrough of the integration of xi ’an and Xianyang and the hub of Silk Road economy zone which will make Xi’an as a international metropolis. Located between Xi’an and Xianyang, with obvious advantages in situation nature and transportation, it will naturally become another growth pole of economy of Shaan’xi province. At present, it has been promoted as a national one and is the first district with renovation of city development mode as its theme. With the mission of exploring the city development mode and the anticipation to be a new pole of economy growth, it becomes a spotlight. There are many invisible issues as what is the difference from the original city administration? What is the difference from the high-tech zone? What is the advantageous feature compared with culture product zone under construction? How can we coordinate the interests of the two cities and how to develop scientifically? Based on the information on it gained from the working practice and the reconstruction of the related theory, the author tries to present his idea on it from an academic aspect.With two administrative demarcation in it, Xi’an-Xianyang new district involves three body of interests, namely xi’an city,xianyang city and administrative committee of development zone, which often results in interests conflicts because of the administrative division and hurdle the development. To coordinate it, the administrative committee finds it powerless because the issue to be solved related with the two zones must secure the agreement of the two cities. With xianyang covering most of the district, it seems that xianyang is the focus. However, as the capital city of shaanxi province and a provincial city itself, xi’an is very essential and embraces sources peerless to any other cities. As a prefecture, xianyang is next to xi’an in importance while it is becoming a powerful one with the quick development in economy. Therefore the coordination of the two cities will decide whether the new district can achieve its mission and development. The essence is how to solve the conflict of interests resulting from administrative division.Whether the new district can develop in a quick and better way centers on the settlement of the interests division between the two cities. It lies in the adjustment of the interests and how to adjust it. This thesis analyses the mode of scientific development in an administrative view and gives new idea based on the previous research.The thesis discusses the issue in five parts:Chapter one:Introduction it mainly introduces the reason, meaning, the research situation home and abroad, the method, aim and innovations. Chapter two:the originality and basic notions of administrative demarcation are denoted. It tells the development,experience and lessons in terms of its historical change. Chapter three:it mainly relates the development course of the Xi’an-Xianyang new district as a national one with its features and function as emphasis then follow the factors retarding it. Chapter four:several viewpoints concerning its adjustment are introduced and proves the impracticality of it. Chapter five:Based on the issue of separation in administrative demarcation, the author presents his idea that it is immature to adjust the administrative demarcation at present and the revolutionary adjustment is inadvisable. A higher committee based on it practicality should be set up to facilitate its development. |
