Hebei Province Rural Governance Performance Evaluation Research

Currently,the focus of agriculture,rural areas and farmers has shifted to comprehensively promoting rural revitalization."Effective governance" is not only an essential part of the rural revitalization strategy,but also the only way to realize agricultural and rural modernization.The establishment of a rural governance system combining autonomy,rule of law and rule of virtue is a decision made by China with a deep understanding of the law of rural development and a precise grasp of the development trend in the new era,which is of great value to improving the ability of rural governance.The report to the Party’s 20th National Congress lists further modernization of the country’s governance system and governance capacity as one of the main goals and tasks for the next five years,and points out that we should improve the social governance system featuring joint contribution,joint governance and shared benefits,and enhance the effectiveness of social governance.How to stimulate the new rural governance efficiency has become an important issue in promoting the modernization of socialism with Chinese characteristics and realizing all-round rural revitalization.It is of profound theoretical and practical significance to construct a scientific and comprehensive performance evaluation index system of rural governance,measure and evaluate the performance of rural governance at the current stage,and seek ways to improve it.From a quantitative point of view,this paper introduces the concept of performance in management,summarizes the research status at home and abroad,and defines the concept of rural governance and rural governance performance.Based on the four performance measurement standards of comprehensiveness,continuity,consistency and operability in Putnam’s performance theory,and relying on the existing research results and the spirit of relevant important documents of the central government,In combination with the "three governance into one" rural governance system,rural governance performance is operated into three dimensions:autonomy effect,rule of law effect and moral governance effect,and a rural governance performance evaluation system covering 18 indicators is constructed.According to the constructed evaluation system,questionnaires were designed and issued.Hebei Province was selected as the research area,and questionnaires were conducted in 11 cities divided into districts in Hebei Province.Based on the collected data,the reliability and validity test of the constructed evaluation system was carried out,and the entropy weight method was used to determine the weights of indicators at all levels.The results show that the effect of rule of law has the highest weight,indicating that it is the key factor to measure the performance of rural governance,followed by the effect of moral governance and autonomy.The index with the highest weight is the number of villagers’ congresses held in the dimension of autonomy effectiveness;the index with the highest weight is the intensity of conflict and dispute mediation in the dimension of rule of law effectiveness;and the index with the highest weight is the number of public cultural places in the dimension of moral governance.The rural governance performance of Hebei Province was measured,and the rural governance performance index was obtained.The characteristics of the overall index and the index characteristics of each dimension were analyzed.The results showed that there were obvious differences in the rural governance performance of various cities in Hebei Province,and the balance needed to be improved.The governance performance of Hebei Province as a whole and its cities and villages is not coordinated in three dimensions.From the determination of the "three governance" structural ratio,fully tap the governance potential of all regions;Arouse the subject consciousness of rural governance and strengthen the effectiveness of rural autonomy;Cultivate local social action rules and promote the construction of rural rule of law;To promote the construction of rural public culture,support the four aspects of rural moral governance and put forward countermeasures and suggestions to improve the performance of rural governance.
