Effective rural governance is the need for Chinese path to modernization rural development,and also an important way to build a livable and beautiful countryside.As an effective carrier of rural governance,farmers’ cooperatives not only have the advantage of economic driving,can promote rural modernization and rural common prosperity,but also have the function of social governance,can improve the organizational level of rural governance,become an important starting point for effective rural governance and rural revitalization,and is a realistic choice to optimize the pattern of rural governance.This study is based on field investigations in Xingtai,Baoding,Cangzhou,and Shijiazhuang cities in Hebei Province.It was found that farmers’ cooperatives in Hebei Province have developed rapidly in recent years,with a total of 108600 farmers’ cooperatives,radiating and driving68% of farmers.There are 374 national demonstration cooperatives and 1788 provincial demonstration cooperatives.Although the development of farmers’ cooperatives has achieved good results,there are still many cooperatives that are underdeveloped,with many shell cooperatives and low efficiency in participating in rural governance.And although some farmers’ cooperatives have good economic benefits,their enthusiasm for participating in the social function of rural governance is not high.As an important field for farmers’ cooperatives to participate in rural governance,rural society still faces problems such as hollowing out,insufficient service supply,and weak democratic awareness among villagers.Collaborating with multiple entities to participate in rural governance by farmers’ cooperatives can effectively solve the problems of rural society.Therefore,it is necessary and feasible to leverage the multiple social governance advantages of farmers’ cooperatives and collaborate with multiple entities to participate in rural governance.In response to the current dilemma of farmers’ cooperatives participating in rural governance,this article uses the SFIC model as a reference,combined with the research of Chinese context and relevant scholars,and uses a modified model of farmers’ cooperatives participating in rural governance SFICE.The collaborative dilemma analysis is conducted from six dimensions: "external environment-collaborative motivation-catalytic incentives-institutional coordination-collaborative action-collaborative effects".On the basis of extensive research,the case analysis method is used to analyze the typical experience of T cooperative participation in rural governance,construct a rural governance community,and explore the optimization path of cooperative participation in rural governance.Comprehensive research has found that the participation of farmers’ cooperatives in rural governance is necessary and feasible,and can form collaborative governance relationships with multiple entities to promote the achievement of rural governance goals;The SFIC model has a high degree of consistency in explaining the process of farmers’ cooperatives participating in rural governance.With farmers’ cooperatives as the center,it serves as an organizational carrier for coordinating diverse subject resources.By optimizing the external environment,stimulating farmers’ cooperatives’ participation motivation,strengthening farmers’ cooperatives’ catalytic incentives,and improving collaborative mechanisms,it can break the current collaborative dilemma,build a rural governance community,and improve China’s rural governance system.
