The Study Of Personnel Management Optimizing Ofjarud Banner Tax Bureau,Inner Mongolia After The Institution Reform Of Local Taxation Bureau Andnational Taxation Bureau

In order to comply with the revolution of socialist marketing economy of new era,change the function of local government,promote the modernization of management system,management ability and tax administration,National Taxation Bureau of China implements the reform of national and local tax collection.It combines the Internal Revenue Service with the Local Tax Bureau,by doing this,it will make great efforts to gurantee the legal rights of taxpayer and the payment,and also reduces the burden of paying taxes and the payment.What is more,by integrating the levy data and unifying the standard,we can build up the effective and unitive local tax administration system.But at the same time,the combination of the Internal Revenue Service and the Local Tax Bureau still faces many challenges including how to improve the scientization of personnel management in tax system,enhancing the construction quality of tax cadres,improving the working effeciency of tax cadres,promoting the vitality of tsx cadres,keeping in mind the responsibility of “collecting tax for the nation and taxes for the people”,carrying forward the spirit of “loyalty to bear,method to discipline,promote tax for country” and intensifying the thought of tax cadres to carry out the duty in accordance with the law.This paper taking Jarud Banner Tax Bureau as an example,by using document analysis method,comparison method and interviewing method,the article does some research on the basis of current pesonnel management system of Jarud Banner Tax Bureau and finds out the progress and the present problems.What is more,the article digs out the background reasons through those image of problems and also puts forward some effective suggestions.The article aims to promote the perfection of personnel management system of Jarud Banner Tax Bareau,optimize the configuration of personnel resources,improve the quality and efficiency of the modernization of personnel management system of Jarud Banner Tax Bareau and promote the modernization tendency of personnel management of Jarud Banner Tax Bareau.And the article also provides the reference value and practical significance for the whole city on the tax system more scientific and reasonal,and also achieves the advanced objectives of combination.
