As a unique group,the government and many domestic institutions are facing great pressure from the problem of talents.However,with the gradual optimization of the domestic market economic system,there are still many unavoidable problems in the personnel and cadre management of government departments,and the management efficiency needs to be further improved.Under the current new trend,how to effectively improve the personnel management efficiency of China’s government departments,enrich the civil service with high-quality talents,constantly optimize the civil service,and provide strong organizational guarantee and talent support for the construction of scientific and technological economic strength has become one of the urgent problems to be solved by domestic government departments.This thesis focuses on the personnel management of cadres in the J district tax bureau.Based on fairness theory,performance management theory,and human resource management theory,questionnaire survey,statistical analysis,and comparative analysis methods are used to analyze the current situation and related issues of personnel management of cadres in the J district tax bureau.Through statistics and analysis of the questionnaire survey,it is concluded that the tax authorities in J district still have the following problems in the personnel work of cadres: lack of sustained driving force in personnel management,inadequate organizational management of personnel,imperfect evaluation mechanism of personnel,and immature incentive mechanism for personnel;Secondly,summarize the problems and deficiencies in the personnel management process of cadres in the J District Taxation Bureau,and deeply analyze the reasons for the problems in the personnel management of cadres in the J District Taxation Bureau,namely outdated management concepts,incomplete ideological transformation,inadequate technical support for cadre personnel management,optimization of cadre personnel evaluation management,and imperfect cadre personnel supervision system;In response to the problems in the personnel management of cadres in the J district tax bureau,optimization measures are proposed from the aspects of transforming the management concept of tax cadres,strengthening the construction of digital personnel technology for cadres,improving the evaluation and management of cadres and personnel,and improving the supervision mechanism of cadres and personnel.In order to better solve the problems in the personnel management of J district tax bureau cadres,optimize the personnel management mode of cadres,improve team building,and lay a solid theoretical foundation for the development of grassroots tax departments.
