Study On Improving Community Governance Countermeasures In H City Under The Background Of COVID-19 Epidemic

On the eve of the Chinese New Year in 2020,Covid-19 epidemic broke out and spread in the whole country.In this nationwide "fight against epidemic",community workers,grid workers,community members and volunteers have all stood at the forefront of community epidemic prevention and control.At present,epidemic prevention and control has entered the stage of normal prevention and control.It is very important to study the community governance model in the context of COVID-19 epidemic to improve the community governance system and enhance the grassroots governance capacity.In the face of the Covi D-19 epidemic,each community under the jurisdiction of H City acts as the main battlefield for the prevention and control of the Covi D-19 epidemic.Under the guidance of community party organizations,these communities have played an extremely important role in epidemic investigation,prevention and control publicity,personnel control and service guarantee through the construction of a strict prevention and control system,disinfection and sterilization,service and protection of people’s livelihood and other measures.However,in the prevention and control of the epidemic,some problems have also been exposed.Therefore,under the guidance of relevant theories of community governance,this paper summing up the shortcomings of community governance exposed by COVID-19 epidemic in H city,analyzes the existing problems and causes,and puts forward countermeasures and suggestions based on the reality.This will help H City improve its community governance capacity,and also provide inspiration and reference for other cities.Firstly,this paper expounds the theory of community governance under the background of COVID-19 outbreak,simply expounds the concept of COVID-19 outbreak,community and community governance,emergency management theory,theory of government function,diversified community governance theory.All of the above theory will be laid a theoretical foundation for the full text.Secondly,this paper overviews the current situation of community governance in the prevention and control of Covid-19 epidemic in H city,concludes the practices and achievements of the community in H city in the prevention and control of Covid-19 epidemic,Outline the existing problems in the epidemic prevention,control and emergency management mechanism,the community governance organization system,the role of multiple actors,the grid governance system,and the joint efforts of all parties to serve the effectiveness of community governance.The causes of the problems are analyzed from the following aspects: the community does not pay attention to the construction of emergency management system,the concept of building a modern community governance organization system is not in-depth,the management mechanism of each governance body is not scientific,the grid governance system is not reasonable,and the community governance pattern led by the party building has not been formed.Finally,combined with the actual situation of H City,specific countermeasures are put forward in terms of establishing and improving the community emergency management mechanism,improving the community governance organization system,establishing the community governance system with the participation of multiple subjects,strengthening the grid management,and building a new community governance pattern of co-governance,co-construction and sharing.
