Research On Grid Governance In Digital Age

By using information technology to help grassroots governance,the grassroots can obtain the required management information more efficiently and accurately in the governance process,and improve the grassroots governance capacity of the city.In recent years,the needs of grassroots governance gradually show the characteristics of "diversified subjects,diversified types and complicated demands".In order to actively adapt to the new situation and new requirements,gather strength to promote modern grassroots governance,and accurately fit the people’s well-being,many cities have explored and implemented grid governance mode at the grassroots level.So in the government’s digital era reform,how to build the grid governance at the grassroots level?How does its governance model work?What difficulties does it face in operation and how to solve them?Taking the grid governance of District B of Qingdao City as an example,this paper adopts the case study method and interviews the government managers,grassroots grid governance personnel and non-grid workers of District B,etc.,to deeply investigate and study the digitization development process,the formation of grid governance system,the concrete practices of grid,grid evaluation and acceptance methods and the characteristic digital governance platform of this area.It is found that although the grid governance in this area has achieved good results,it still faces some problems in the governance process,such as unbalanced grid construction,high cost of information technology governance,unclear responsibilities of government organization structure,lack of inter-departmental collaboration,and low awareness of communication between the government and the public.On this basis,based on the core concept of holistic government and the framework of the theory of interface government,the author regards grid as the interface connecting the government and the public,and analyzes the difficulties existing in the grid governance of Qingdao B District and the causes of the difficulties from the four aspects of grid governance concept,internal organization of grid governance,external environment and technical tools.And put forward the relevant countermeasures and suggestions,such as scientific division of grid governance process,the development of flexible and efficient evaluation system,focus on strengthening the collaborative mechanism,strengthening the grassroots staff team construction,promote the people’s livelihood supervision work,depth play the role of digital empowerment.Among them,grid system and government organization mechanism are internal factors,while social,economic and cultural factors are external factors,which jointly influence and shape the grid interface,so as to promote grid governance at the grassroots level.
