Research On The Improvement Of Leadership Cadres’ Ability To Respond To Online Public Opinion

Internet public opinion is the "biggest variable" and "uncertainty" facing the political work environment,and if we cannot pass the Internet,we cannot pass the hurdle of long-term governance.The Internet has become an important way for the people to express their opinions and participate in social governance.With the increase of social effects caused by major network public opinion emergencies and hot and sensitive issues,leading cadres at all levels are not only important participants and practitioners of public opinion information sources,but also the main force in guiding and responding to network public opinion.Leading cadres at all levels should not only attach importance to network public opinion ideologically,but also implement network public opinion response in practice,accurately grasp the whole process of early warning discovery,situation study and judgment,and disposal and guidance of network public opinion,fully understand the problematic dilemmas in network public opinion response,and improve public opinion disposal and response ability,which is an important issue facing leading cadres at this stage.This study defines the capability of leading cadres in responding to online public opinion,and systematically sorts out the current focus points of leading cadres in responding to online public opinion based on the competency onion model theory,agenda setting theory,and 4R crisis management theory,and collects effective data by using in-depth interview method and case analysis method,and separately selects counties(cities and districts)with certain representative web information authorities,county(city,district)direct departments,and township(city,district)neighborhoods to conduct interviews.The study found that the leading cadres had a good understanding of online public opinion.The study found that the leading cadres pay attention to online public opinion,but there are still problems such as lack of profound and comprehensive cognition and study of online public opinion,lack of ability to identify and evaluate online public opinion,lack of ability to guide and control online public opinion,lack of ability to respond to and handle online public opinion,etc.The study focused on typical positive public opinion incidents involving leading cadres and conducted a typical analysis on the ability of leading cadres to handle online public opinion.The study focuses on typical positive public opinion incidents involving leading cadres and conducts a typical analysis on the online public opinion handling ability that leading cadres should have.The countermeasures proposed in this study to enhance the ability of leading cadres to deal with online public opinion include:strengthening cognitive learning to enhance political literacy,focusing on media guidance to enhance professional literacy,sound working mechanism to protect the management of the law.
