Research On The Policy Agenda Setting Of Online Public Opinion On Science And Technology Events

Scientific and technological innovation has always been an important means to improve the national competitiveness and comprehensive national strength,and the scientific and technological power has also become a national strategy to achieve national rejuvenation.However,various deviations and problems will inevitably occur in the process of scientific and technological development.How to deal with these problems and make scientific and effective scientific and technological policy decisions has become an important issue of government public management.With the rise of the Internet,more and more scientific and technological stakeholders will express their opinions on scientific and technological events on the Internet.These opinions are not only the object of the government’s public opinion governance,but also one of the important references for the government to make policy decisions on relevant scientific and technological issues.Some online opinions enter the establishment of the policy agenda,affecting the formation of policies related to scientific and technological events.According to the existing research,the research on the establishment of the policy agenda of the network focus event is mostly carried out from the macro perspective,and less from the nature of the network focus event itself,and few scholars have studied the establishment of the policy agenda of the science and technology event in the network focus event.Therefore,the influencing factors and specific path of the policy agenda setting of online public opinion on science and technology events in China are not only of certain research value,but also of necessity.Based on Kinden’s multi-source flow theory,policy agenda setting theory,information adoption theory and other analysis,this study obtains the factors that affect the setting of the online public opinion policy agenda for science and technology events,and constructs the mechanism model of the setting of the online public opinion policy agenda for science and technology events.Based on the configuration analysis,it obtains the different variants of the setting mechanism of the online public opinion policy agenda for science and technology events in different situations.This study selected 40 scientific and technological events as samples,and selected event attributes,emotional tendencies,public sentiment heat,opinion leaders,ideological maturity,and leadership attention as conditional variables;Among them,the event attribute and public sentiment heat correspond to the problem flow;Ideological maturity corresponds to policy flow;Emotional tendencies,leaders’ attention and opinion leaders correspond to political flow.Select whether there is a policy document issued as the result variable,and use the fsQCA3.0 software to conduct qualitative comparative analysis on the basis of the collected data,to study how the combination of different factors and conditions affecting the online public opinion of scientific and technological events affects the setting of the policy agenda.The results of this study show that,first of all,there are two main ways to influence the setting of online public opinion policy agenda for science and technology events in China.(1)"Event superimposed driving" : similar scientific and technological events occur repeatedly to form public opinion,which causes the attention of leaders and the voice of stakeholders’ network leaders,and triggers the bottom-up policy agenda setting of policy agenda setting when there are policies for reference.(2)"Innovation eventdriven" : scientific and technological events triggered by innovative technology in the context of scientific and technological innovation,trigger positive national sentiment and leadership attention,and promote policy agenda setting.It is a top-down policy agenda setting mechanism.Secondly,the impact mechanism of online public opinion policy agenda setting of science and technology events in China mainly has three characteristics.(1)Leadership’s attention is a necessary condition for setting the policy agenda,which is determined by China’s political system.Whether the policy agenda can be set successfully depends on the attention of the superior leaders.(2)The popularity of public opinion only plays a role in the "event superposition driven" mode.This shows that before the introduction of the policy agenda,there were social problems that attracted more attention,and such social problems have had a relatively negative social impact.(3)Ideological maturity is an important way to trigger the setting of policy agenda.After the successful policy pilot,the government will gain successful experience through policy learning,and it will be easier to re-establish similar policy agendas.Based on this,this study proposes the corresponding policy optimization path in order to improve the sensitivity of the government to scientific and technological events,so as to set the policy agenda of scientific and technological events and better promote economic and social development.
