A Study On The Setting Of Policy Agenda Drivenby Internetpublic Opinion

At present,our country is in a critical period of social transformation.On the one hand,social contradictions and disputes increase,the increasingly frequent emergencies;On the other hand,due to the integration of the reality contradiction and the virtual network brought by the popularization of the Internet,the coverage scope of emergencies is no longer limited to a city or a region,and there is often a "pull the trigger and move the whole body" feature.With the change of Internet technology and the evolution of public opinion carrier,timely response to the society urgently is one of the important tasks of nations.At the present stage,various network platforms have become an important field for information interaction between the government and the society,as well as an important tool for government departments to respond to social concerns.Many public agendas extend from the real society to the network,and then return to the reality through the network.Public opinion has been an important driver of the policy agenda from infancy to maturity.The purpose of this study is to explore the setting of policy agenda driven by public opinion in the network field.By tracing three typical vaccine events: the shanxi vaccine event in 2010,the shandong vaccine event in 2016,and the changchun changsheng vaccine event in 2018,the paper makes a comparative analysis of the cases using the multi-source theoretical framework,and expounds the role of network public opinion in the policy agenda of the vaccine management law(draft).The results showed that: the network public opinion to some extent can really promote the policy agenda setting,but because of the complexity and dynamic of information transmission does not contribute to policy agenda set of scientific and effective,may sometimes due to rush to respond to negative and the result of the game.Hereby introduced in this paper,the agenda to participate in the relevant legal norms,the construction of agenda-setting participation mechanism of effective measures,in order to provide certain reference policy agenda setting in the cyberspace...
