In the report of the 19 th National Congress of the Communist Party of China,General Secretary Xi Jinping introduced the "Rural Revitalization Strategy," which emphasizes the equal importance of rural and urban areas in promoting integrated development.This strategy serves as a new development plan for the future of "agriculture,rural areas,and farmers" proposed by the Chinese Communist Party and the Chinese government in the new era.At the 20 th National Congress,the General Secretary reiterated that the most challenging and demanding tasks in building a modern socialist country lie in the countryside.He stressed the need to prioritize agriculture and rural development,accelerate the construction of a strong agricultural nation,and vigorously promote the revitalization of rural industries,talent,culture,ecology,and organization.Historically,agricultural development in China has been deeply intertwined with people’s lives,and everyone’s achievements are inseparable from both farmers and rural areas.The Party Central Committee has set the overall requirements of "prosperous industries,ecologically livable environments,civilized rural customs,effective governance,and affluent living conditions." Among these,prosperous industries are the crucial link and focus of rural revitalization.This component can effectively maintain the results of poverty alleviation and provide significant momentum for achieving comprehensive rural revitalization.More than one million poverty alleviation industry projects have helped nearly 90 million impoverished households escape poverty.However,as time has passed,many industry projects have declined due to poor management,insufficient government support,and outdated technology.Taking J County as an example,this paper discusses the government’s approach to the development and management of rural industry projects and proposes management countermeasures.J County,one of the old revolutionary base areas in the Yimeng region,is renowned for its culture and agriculture.The county has introduced policies and proactive measures concerning agricultural and rural development,talent recruitment,characteristic industry cultivation,and the integration of primary,secondary,and tertiary industries.These policies have effectively spurred J County’s economic development and social management within the broader context of rural revitalization.This paper investigates the development and management strategies of rural industry projects from the perspective of rural revitalization.Firstly,we conduct a comprehensive review to understand the experiences,practices,and system models of rural industrial development in various regions,comparing political,economic,cultural,and agricultural factors to identify best practices and shortcomings that hinder long-term development.Next,using J County as a case study,we examine the current state of rural industry projects and summarize the achievements of successful experiences and practices.We then analyze the problems and causes related to managing rural industry projects in J County within the context of rural revitalization,such as unsystematic management,limited sustainable development capacity,and a lack of technological support.Finally,we offer specific suggestions and opinions regarding government regulation,management,assistance,and publicity to help existing industry projects continue to develop healthily and guide start-up projects to clarify their development direction and improve management awareness.The development of industrial projects not only assists rural poor populations in achieving long-term,stable poverty alleviation goals but also fosters effective governance and social development of local governments.Consequently,the study of this issue holds both theoretical significance and practical value.
