Research On The Problems And Countermeasures Of Rural Industrial Revitalization Project In B Town, P Count

Rural revitalization is a comprehensive revitalization including industrial revitalization,talent revitalization,cultural revitalization,ecological revitalization and organizational revitalization,among which the most important,fundamental and critical is industrial revitalization.The industrial revitalization project has been under construction since the period of poverty alleviation and has been developing for nearly 10 years.With the help of poverty alleviation,B Town in P County has built a large-scale industrial revitalization project cluster area with vegetable greenhouses as the main focus,and forms a set of industrial development paths that are consistent with the realities of agriculture and rural areas which drive people to increase their income from poverty alleviation.But at the same time,there appears some problems that are difficult to solve for the government with the expansion of the scale,the growth of the service life of industrial projects and the impact of the epidemic.As a result,B Town in P County have gradually shifted from directly managing industrial projects by the town government to collaborating with cooperatives in governance projects in terms of industrial project management.This paper aims to explore the root causes of the problem and propose more general policy recommendations for other regions and other fields by studying the countermeasures for solving the problem of industrial revitalization projects through collaborative governance between the government of B Town and cooperatives.In-depth research was conducted on the issues and solutions of the industrial revitalization project in B Town through field research,interviews and literature review,.Firstly,it sorts out the relevant concepts of rural revitalization and collaborative governance,systematically collates the main theories of domestic and foreign scholars which lays a solid theoretical foundation for the research;Secondly,by means of questionnaires and interviews,we analyzed the current situation and effectiveness of the industrial revitalization project in B Town,summarized the prominent problems in the industrial revitalization project,such as inadequate infrastructure,cooperatives not forming a unified whole,low income from the industrial revitalization project,and relatively single crop sales channels.We analyzed such Intrinsic causes as the lack of policy and financial support from the government,insufficient collective awareness among cooperative members,incomplete development of the industrial chain and failure to form standardized products;Finally,based on the actual situation,this paper proposes a collaborative governance model between the government and cooperatives in various aspects,and explores countermeasures to solve the existing problems in industrial revitalization projects in terms of increasing government support,strengthening the cohesion construction of cooperatives,strengthening personnel capacity training,improving the quality of agricultural materials and actively exploring new markets.The relevant conclusions are not only the theoretical results of academic research,but also the summary and planning of the industrial revitalization project in B Town.The work of rural revitalization has a long way to go,and will be the top priority of grassroots government work in the future.The higher level governments and business management departments will continue to introduce new policies,funds,and projects into the countryside.It was hoped that the optimization measures proposed in this article can have practical effects on the current problems of industrial revitalization projects,and have reference significance for other areas and grassroots government work,especially the increasingly updated rural revitalization work.
