Food is the lifeline of the Party,the government,the military and the people,and is an important strategic material to guarantee the victory of the war.After the outbreak of the Liberation War,Shandong Liberation Area,as an important strategic location,became the main battlefield for both the Communist Party and the Kuomintang,and was responsible for the food supply of millions of soldiers and civilians,the severity of the war situation and the urgency of the task made the food supply work particularly important.In order to ensure the orderly development of food supply,the liberated areas of Shandong carried out a lot of exploration and practice,and overcame many difficulties to finally complete the supply of hundreds of millions of jins of grain,which provided a solid material guarantee for the victory of the Liberation War.With food security becoming more and more important,the academic community has conducted in-depth studies around specific aspects of grain collection,support and management in the liberated areas of Shandong.On this basis,the wartime food supply work in Shandong Liberation Area is viewed as an overall system,and a three-dimensional research approach is adopted to systematically discuss the specific practices of food collection,storage,transportation,and rationing,and to examine its operation process and explore its development laws,which is conducive to further discovering the overall characteristics of its wartime food supply work and providing useful practical insights for current food work.Under the difficult circumstances of enemy invasion and destruction and frequent natural disasters,in the face of the increasing number of disengaged personnel and the hindrance of some cadres of the food administration in terms of enjoyment and wastefulness,the problems of how to supply the army in large-scale centralized combat with scattered rural food,supply the changing movement warfare with backward means of transportation,and realize sufficient front-line military food supply without overburdening the people have become the problems of the liberated areas of Shandong.The problem of achieving sufficient front-line military food supply without burdening the people became a major problem facing the Shandong Liberation Area to ensure wartime food supply.For this reason,the Shandong Liberation Area has been working hard on food collection,storage,transportation and rationing.In grain collection,it insisted on reasonable burden,paid attention to propaganda and mobilization,and equipped cadres for grain administration;in grain storage,it focused on improving grain administration institutions,strict financial and grain systems,and strengthening storage management;in grain transportation,it paid attention to the interests of civilian workers,improved the organization of grain transportation,improved the methods of grain transportation,and strengthened the education and management of civilian workers to stimulate the vitality of civilian workers in grain transportation;in grain distribution,it deployed scientifically and rationally and unified the supply standards.Strict procedures and systems were adopted to regulate the distribution of military food.After a series of exploration and practice,the wartime food supply work in Shandong Liberation Area became more standardized,orderly,timely and efficient.Horizontally,the organization and system of wartime food supply were more sound,the policy deployment and manpower management were more scientific,and they were working simultaneously and in the same direction,further improving the management level of food work;vertically,each link was promoted at different levels and promoted each other,so that Shandong Liberation Area established,perfected and finally formed a successive and effective wartime food supply system in practice,and food supply was more flexible and mobile in constant feedback and adjustment.The food supply became more flexible,collaborative and efficient through continuous feedback and adjustment.In this process,the wartime food supply work in the liberated areas of Shandong also gradually showed the characteristics of extensive mass participation,diversified mobilization strategies,institutionalized organization and leadership,and integration of the Party,government,military and civilians,forming a unique way and method of food work.Not only did it vigorously guarantee the food supply for the Liberation War,but it also greatly strengthened the relationship between the Party,the people and the military.At the same time,the important role of a sound organization,the support of the people,a strict food policy system,and the orderly operation of the supply system for food work was made clear.This further reveals that to do a good job in food work under the new situation,we should make comprehensive efforts in organization,mass,system and supply system,always adhere to the Party’s coordinated leadership,adhere to the people as the center,accelerate the construction of food system,implement and apply the concept of system,consolidate the foundation of food security in all aspects and multiple initiatives,and continuously improve the ability to guarantee food security.
