Research On Action Logic Of The Village Cadre In The Process Of Agricultural Development

Realizing agricultural modernization has been China’s dream for a century.From the perspective of the rural reality,on the one hand,the declining efficiency of farming has led to a large number of young farmers fleeing the countryside to work in cities.The“worker-oriented and agricultural-assisted” family livelihood model of “half-worker and half-agricultural” has become the mainstay of farmers’ lives.Normality;on the other hand,for the elderly who have lived in rural areas for a long time and the returning migrant workers,maintaining food planting is the main way to ensure their basic lives.In this context,vigorously promoting the development of rural industries is an inevitable choice for solving farmers’ livelihood issues and stimulating rural vitality.As the legal leader who leads the development of the village industry,the village cadres have the dual roles of "government agent" and "village heads" and higher social capital than ordinary villagers.The academic circles usually assume that village cadres are leading the process of industrial development.Occupy an advantage,but few scholars have studied the real situation that village cadres face in the process of leading the development of the industry,and how village cadres can lead the development of rural industry in this situation.This article takes the industrial development process of Guanzhong T Village as the background line,uses the process-event analysis method to show the full picture of the industrial development of the T Village led by the village cadres,and uses the structural theory and social capital theory as analytical tools to explore the leadership of the industrial development by the village cadres.The action dilemma faced at the time,what kind of strategy should be adopted to break through the structural constraints to achieve industrial development,and what kind of action logic the village cadres showed behind these action strategies.Research has found that in the new era,village cadres are facing the process of socialization of smallholder farmers while leading the development of rural industries.The continuous dissolution of formal authority has made it difficult for village cadres to mobilize villagers;the "strategicism" of resources to the countryside has led to villages not being able to obtain stable policies.Support;the natural weakness of smallholder production makes it difficult to cater to the operational dilemmas of the modern market.In order to solve this dilemma,the village cadres took the following actions: first,by catering to the needs of governments at all levels to form a "community of interests" to draw resources;second,through the "soft and hard" governance means to coordinate the diverse appeals of the villagers to mobilize the participation of the villagers;finally,take The strategic actions to promote the organization of smallholder production and increase the output value cater to the modern market.This research finally summarized the action logic of village cadres in the process of rural industry development as "seeing the needle".On the one hand,"seam" refers to the existing structure’s restriction on the actions of village cadres,and on the other hand refers to the existence of rules that can be used by village cadres in the existing structure.The "pinning" operation revealed the strategy of village cadres wandering through the gaps in the existing structure,which is embodied in the use of various resources by village cadres to comply with the rules of interaction between village cadres and multiple subjects,thereby mobilizing villagers,connecting the government and catering to The purpose of the market is to lead the development of rural industries.But it is more noteworthy that the action logic of village cadres summarized in this study emphasizes that the actions of village cadres are the result of active adaptation to the rules in the established action space."Seeing the needle" is a true portrayal of the practical actions shown by the rural cadres in the western rural areas to promote the development of rural industries,reflecting the characteristics of the village cadres’ capable people;it also implies the weak position of the village cadres in the established structure.
