The grass-roots civil servants are the key to "passing through the last mile" directly,and their work enthusiasm and work efficiency directly affect the grass-roots work efficiency.In the construction of grass-roots civil servants,motivation is a key part.By stimulating grass-roots civil servants and improving job satisfaction,thereby enhancing the enthusiasm and initiative of grass-roots civil servants,it is of great significance to improve the modernization of grass-roots government governance.This article selects the two-factor theory,one of the classic motivational theories,as the theoretical tool for the research.From the perspective of the two-factor theory,it comprehensively uses research methods such as literature research method,questionnaire survey method,interview research method,and so on.Case study to study its motivation.First of all,this paper summarizes the research on employee motivation in the public sector from the perspective of the two-factor theory at home and abroad,and elaborates the proposal and specific content of the two-factor theory.Then,based on the questionnaire survey data and interview results,describe the current state of motivation of grass-roots civil servants in Lishi District,Lvliang City from the two aspects of health factors and incentive factors,and summarize the main problems in the motivation of grass-roots civil servants in Lishi District,Lvliang City.The reasons were analyzed.Among them,the main problems in health factors are inadequate pay and health care and insufficient care for grass-roots civil servants.The main problems in incentive factors are blocked promotion roads,assessments cannot mobilize work enthusiasm,training cannot meet professional development requirements,rewards and punishments,the effect of daily supervision is not obvious,and the civil servants at the grassroots level have a weak sense of honor.Finally,the countermeasures and suggestions for strengthening the motivation of grass-roots civil servants were put forward,such as constructing a scientific and reasonable salary system in health factors,strengthening the construction of government culture,broadening promotion channels,improving performance evaluation systems in incentive factors,enhancing training effectiveness,and highlighting rewards and punishments.Limitation of time,encourage grass-roots civil servants to dare to do good.This is an attempt of the two-factor theory in the encouragement of civil servants at the grassroots level in China,and it is hoped that it can provide some reference for other grassroots civil servants.
