As the number of elderly population in our country continues to rise,the pension has become a hot issue that society pays close attention to,and a suitable pension model has been gradually explored in urban communities.Different from the pressure of urban pension,the pension in rural communities is more dispersed,the distribution of resources is not balanced,coupled with the young and middle-aged people flowing to urban communities,the loss of family pension and the lack of pension institutions,making the pension problems in rural communities gradually prominent in recent years.The present mode of rural community endowment includes family endowment,collective endowment,self endowment and so on.After the successful conclusion of the first session of the 14th National People’s Congress,the CPC Central Committee paid more attention to the cause of elderly care,making it more possible and supportive for rural communities to carry out home care services.Under the background of unbalance between supply and demand of rural old-age service,mutual support for the aged came into being.Although mutual pension has become a new way of pension,after more than 10 years of local practice,its sustainability is still facing serious challenges.At this time,because of its advantages of low cost,high efficiency and extensive participation,voluntary service is gradually becoming an effective way to meet the needs of rural home care services.At present,there are few researches on rural community home care volunteer service at home and abroad,lack of systematic and in-depth analysis and discussion.As an important part of the mutual aged,the volunteer service of home care can effectively solve the imbalance of supply and demand of rural communities for the aged,and provide strong support for the expansion of rural communities for the aged.However,the understanding of the role of home-based care volunteers is not comprehensive and clear.This article starts from the analysis of the concept of voluntary home care service,this paper summarizes the domestic and foreign research literature on the status and function of "volunteer participation" home care service.At the same time,according to the existing research results and practical needs,the author puts forward the significance and objectives of carrying out home-based voluntary services for the elderly.In this paper,the theme of "Study on the problems of home care voluntary service in rural communities",taking the development of home care voluntary service in rural communities in Yishui County as a case,using comprehensive survey methods,including questionnaires and field interviews,to obtain comprehensive and in-depth information,analyze the current situation of home care voluntary service in rural communities,and focus on the discussion of its existing problems.Guided by the theory of welfare pluralism and new public service theory,this paper puts forward some targeted suggestions in order to provide reference for government decision-making.Studies have shown that although the rural community home-based care voluntary service has achieved some results,the rural community home-based care voluntary service is facing multiple difficulties due to the lack of cognition of participants,the lack of internal governance ability of voluntary organizations,the lack of resource cooperation network and the inadequate institutional environment.According to this,countermeasures and suggestions are put forward to improve the home-based old-age service in rural communities:maximize the role of rural community platform;Foster home-based volunteer service organizations for the elderly;Establish a complete home-based voluntary service system for the elderly;We will improve the system of voluntary services for home-based elderly care.
