Research On Problems And Countermeasures Of Home-based Endowment Service In Rural Communities

Since 2016,the Ministry of Civil Affairs and the Ministry of Finance have carried out the pilot work on the reform of community and home elderly care services four times.Promote confidence.But there is still a long way to go for the promotion of home-based elderly care services,especially in rural areas.Town X is an agricultural town in the north,with a relatively low level of economic development,a large agricultural population,and increasing old-age pressure.Therefore,research on home-based old-age care services in rural communities is of great significance to the transformation of the local old-age care model.Based on the research and review of domestic and foreign research achievements and practical experience,this paper investigates and analyzes the status quo of elderly care services in the R community of X Town through a questionnaire based on the demand level,multiple welfare and positive aging theory,and finds rural communities.In the development of home-based elderly care services,there are also problems such as the difficulties faced by the elderly in the community,the backwardness of the old-age service,the shortage of funds for the old-age service,the shortage of old-age service professionals and the imperfection of the old-age service system.This shows that China’s rural areas are facing tremendous pressure on aging,and the situation of pension is very grim.Through on-site inspections,we found that the solidification of traditional ideas,the unclear operation of elderly care services,the lack of investment in elderly care services,and the lack of professional training of related service personnel are problems with rural community home care services,the slow development of rural pension services and the difficulty of community home care services.The main reason for advancement.This article also studies and analyzes the well-run community home care service models at home and abroad.They have made effective explorations in optimizing resource allocation,innovating service models,promoting industrialized operations,strengthening market intervention,and establishing a sound evaluation mechanism,accumulating advanced experience..In view of the problems in the home-based elderly care services in rural communities inChina,the analysis and reference to the good practices of home-based care services at home and abroad,this article believes that the improvement and development of home-based care services in rural communities in China should proceed from the following aspects: First,improve laws and regulations,formulate industries Standardization,the second is to change the traditional concept of old-age care,vigorously promote the community home-based care model,the third is to improve the community home-based care service facilities,improve the organization and construction,the fourth is to explore the "community + home" pension model,the fifth is to expand the investment path,improve investment The sixth mechanism is to promote the construction of a professional team of home care service staff.
