| China is a rapidly developed aging country since the end of the 20th century.Due to the extension of average life expectancy and the low fertility rate,the aging of China’s population structure has become an irreversible trend.This has brought many problems to the society.Generally speaking,China is aging society under the condition of insufficient pension preparation,so the contradiction between supply and demand is very prominent.So,the establishment of an effective and in line with China’s national conditions pension and social security system is an important topic that academic researchers and policy makers need to think.Reviewing from the present study,we know that the academic circle generally agreed with that the establishment of our country’s endowment way must set the family stay way as the fundamental principle,namely,to establish "the coordination of home stay and community,traditional medicine and health old-care system" is the feasible way to solve the old age problem of our country.In this system,urban community home care service is an essential important part.There are many urgent problems to be solved and these problems have gradually become the internal resistance to the further development of China’s urban community home care services.Elderly care services influenced by both cultural differences and cultural inheritance.To understand the historical development experience of old-age services is to better understand and utilize the characteristics of old-age services in China,and to create a new path,which could be accord with China’s modern social conditions.Therefore,we choose from the perspective of cultural tradition and point out that the research on home-based care services in urban communities in China is inseparable from the cultural tradition of filial piety and the theoretical support of the old-agerespecting culture formed by it.The cultural tradition of filial piety and the family ethics in China are the important basis for us to analyze the concept of China’s old-age security policy,the demand and desire of home-based care services in urban communities,and how to improve the moral standard of home-based care service practitioners in urban communities.Furthermore,based on the " Consanguinity Responsibility" proposed by Professor Yao Yuan,we illustrate that the mental and cultural characteristics of the elderly in China determine how much they will have self-action ability,economic ability,and especially mental susceptibility when choosing home-based care services.These are the factors that we must examine when we study the problem of home-based elderly care services in urban communities.First,from the perspective of cultural traditions,this study analyzes the policy concept of home-based care services in urban communities in China,because the guidance of policy is the institutional guarantee for the operation of home-based care services in urban communities.By combing and interpreting the policy of home-based elderly care service in urban communities in China,and comparing with China’s traditional social pension security concepts and laws,we have come to the following conclusions:The role of the elderly in tradition society is in the "high status",and the policy is also directed to maintain the respect of the elderly in the society.This dimension inspires us to take "respect for the elderly" as the ideological guide and use the social atmosphere of "respect for the elderly" to drive the initiative and initiative of the elderly when formulating elderly care service policies.The ability of the elderly to accept home-based care services with an active attitude is the best driving force to promote the construction of the home-based care service system in urban communities in China.Secondly,this study selects C City,J Province,which has typical aging characteristics,as a case for empirical investigation.Overall,J Province and C City have issued a number of policies to encourage and support the development of the home-based elderly care service system in urban communities,but the overall development of community-based elderly care service institutions in C City is not good and many institutions are experiencing difficulties or even difficult to maintain.After on-the-spot investigation and communication with the staff of elderly care service institutions,we concluded that the mental distance between the elderly and the staff of urban community elderly care service institutions,and the elderly’s expectation of being supported by their sons or daughters are the main factors affecting the elderly.The important influencing factors for choosing home-based care services,these factors reflect the mental and cultural characteristics of the Chinese elderly formed under the influence of cultural traditions.From the perspective of the mental and cultural characteristics of the elderly in China,more attention should be paid to the research on the needs of elderly care services.Furthermore,this study introduces Singapore’s "in-place elderly care" and its service model,and points out its successful experience in integrating cultural traditions into the construction of the elderly care service system for the development of homebased elderly care services in urban communities in China.First,paying attention to the combination of government management and operation with social support;second,not only take into account the practical problems of aging,but also reflect a country’s attitude toward its citizens;third,fully recognize the healthy and positive formation of ageing cognition in the whole society requires a legal system and practical policy and material support as a guarantee.Finally,according to the research results of this study and combined it with practical problems,we make an outlook on the future development of home-based care service policies in urban communities.First,the government should set itself as the leading value guide of the society and offer the support of material and cultural conditions.The real formation of the social ethos of respecting and filial piety to the elderly is not the result of relying solely on moral constraints.It can only be realized under the dual factors of morality and law.Second,improve the services provided by community home-based elderly care service personnel to the elderly.The staff of homebased elderly care service institutions in urban communities should improve their skill level and moral literacy,and enter the living world of the elderly as a friend or as a family member.One of the most important aspects in the professional ethics education for the staff of community home-based care service institutions is the culture of filial piety in cultural tradition;thirdly,encourage the elderly in urban communities to understand community home-based care services with a positive and open mind.This change must first be reflected in the government’s policy concept and attitude towards the problem of aging.The elderly can not only continue to contribute their strength to the development of society,they are also a symbol of the development of a nation’s culture.The original intention and purpose of the construction of home-based elderly care services in urban communities is to realize the health and happiness of the elderly.
