Disabled people belong to vulnerable groups and need the care and support from all sectors of society.Whether the disabled can employed and achieve high-quality and high-level employment are the basic conditions for them to participate in social life harmoniously and actively integrate into society,and also one of the important signs to measure the degree of social civilization.During the "13th Five-Year Plan" period,the government of Xiangxi has actively guided and assisted the employment of the disabled people,and helped the disabled people find nearby employment through vocational training,poverty alleviation workshops or public welfare positions.The employment of the disabled in Xiangxi has achieved remarkable results,but it is still difficult to fully meet the employment needs of the disabled.Based on the importance of employment of the disabled and the urgency of their practical needs,the research on employment of the disabled has distinct theoretical significance and practical value.With the dynamic update data of disabled persons in Xiangxi Autonomous Prefecture in 2021 and the official data of disabled persons’ federations in various counties and cities,this paper briefly summarizes the employment characteristics of disabled persons in Xiangxi.Based on the theory of human capital and employment ability,this paper combines the disabled employment influence selected personal factors,family factors,policy factors,social participation factors and other related variables,using the binary logistic regression model analyzes the factors affecting the employment of the disabled,and tested the agricultural and non-agricultural household employment influence factors of the disabled.The results show that:(1)the employment of the disabled in Xiangxi is still facing great development pressure,the overall employment rate of the disabled is low,the implementation effect of proportional employment and concentrated employment is not ideal,the coverage of social insurance needs to be expanded,and the employment security needs to be strengthened.(2)Individual factors,family factors,policy factors and social participation factors have a significant effect on the employment of the disabled,have the following characteristics of the disabled are more likely to employment: individual characteristics(male,age in 36-55,low level of hearing,speech and physical disability,agriculture,married spouse,education in high school,employment needs),family characteristics(housing),policy factors(endowment insurance,enjoy rehabilitation services and accessibility transformation),social participation(participate in social activities).(3)The influence of various factors on the employment of agricultural and non-agricultural registered disabled persons is different.Based on the above research findings,some suggestions are put forward for the goals and requirements of promoting the employment of the disabled and protecting the rights and interests of the disabled: increasing the education and training of the disabled,improving the rehabilitation of the disabled more accurately,implementing a diversified employment mode for the disabled,and promoting the construction of inclusive employment mechanism. |
