Research On The Existing Problems And Countermeasur Es Of The Construction Of The Veterans Service System At The Grassroots Level In City S

The work of veterans is an important part of deepening the reform of the CPC and the PRC institutions and promoting the modernization of the national governance system and capacity.Establishing and improving the service system for veterans is an important measure to promote the high-quality development of the work of our country’s Veterans.The Veterans Protection Law that has been implemented in 2021.Strengthening institutional construction,establishing and improving the service system,and improving the service guarantee capability are included in its Article 65.It provides legal guarantee for the construction of the service system for veterans.Based on the construction background and early practice of the service system for veterans at the grassroots level in City S,this paper studies the construction content of the service system for veterans at the grassroots level in City S from four aspects:Establish service organizations,Build service teams,Clarify the division of responsibilities,and Strengthen comprehensive security.Studied the effectiveness of the service system for veterans at the grassroots level in meeting service needs,establishing a collaborative mechanism,improving service efficiency,and promoting the socialized extension of the construction of the grassroots system.Base on the actual work,this study carried out a large number of interviews,learning some grass-roots summary reports,participating in district and street town training meetings,conducting semi-structured interviews with relevant staff and service objects of the service system for veterans,and distributing questionnaires on the construction of the service system for veterans at the grassroots level to service objects and social residents.At present,there are problems in the construction of the service system for veterans at the grassroots level in City S,such as insufficient coverage,incompletely meeting the standards in institutional construction,weak specialization of the service team,low matching of service supply,and weak synergy in service supply organizations.After further analysis,the reasons for the problem are relatively complex.On the one hand,it is due to common problems in grassroots governance such as a shortage of grassroots personnel and the existence of major social contradictions.On the other hand,it is the difference between the actual construction of local governments and the unified national standards from top to bottom under vertical governance.The more important reasons are the deficiencies in the construction of the grassroots service system for veterans,including a weak foundation,inadequate work operation mechanisms,and a relatively low level of digital development.In response to the above issues,this study proposes that the government can promote effective coverage of the service system for veterans at the grassroots level by strengthening position construction,strengthening team building,improving operational mechanisms,and strengthening service supply.Led by the Veterans Affairs Department and coordinated by multiple departments,promote the high-quality development of the construction of the veterans service system at the grassroots level in City S.At the same time,the government should also pay attention to encouraging and guiding veterans to participate in co-production of relevant service systems,so as to enhance the sense of achievement of veterans.
