Research On The Problems And Countermeasures Of The Comprehensive Administrative Law Enforcement

The ability of administrative law enforcement is not only the embodiment of the perfection of the national governance system,but also the key factor that determines the modernization ability of the government rule of law.Since the 18 th National Congress of the Communist Party of China,the reform of township comprehensive administrative law enforcement is the focus of our country’s comprehensive deepening reform,and also becomes the difficult point of government governance.In order to effectively solve the long-standing problems of big responsibility and small power,separation of power and responsibility,etc.,in recent years,Z Town of Changzhou City has fully implemented comprehensive administrative law enforcement reform,which involves many fields and has a wide range of influence,and gradually formed its own inherent mode of comprehensive administrative law enforcement reform.Therefore,this paper takes the comprehensive administrative law enforcement reform practice of Z Town of Changzhou City as the research object.Problems and countermeasures in the practice of comprehensive administrative law enforcement reform.This paper discusses the core concepts of administrative law enforcement and township comprehensive administrative law enforcement reform from the theoretical level,takes new public service theory and public choice theory as the theoretical basis for studying township comprehensive administrative law enforcement reform practice,and deeply analyzes the practice process of comprehensive administrative law enforcement reform in Z Town of Changzhou City.Through field investigation and interview,The background of law enforcement reform,reform ideas,reform course and main reform practices of the town are presented in detail.It is found that Z Town of Changzhou City has achieved remarkable results in the reform process by actively building a new law enforcement model,promoting the shift of law enforcement focus,enriching the professional strength of comprehensive administrative law enforcement,and building a social supervision mechanism.However,the following problems still exist in practice: The unequal powers and responsibilities of law enforcement and supervision,the insufficient guidance and supervision after the decentralization of law enforcement powers,the slow process of deepening the reform of comprehensive administrative law enforcement,the digitalization of comprehensive administrative law enforcement,and the weak information construction are mainly caused by factors such as insufficient overall planning,weak scientific management awareness,imperfect laws and regulations,and incomplete realization of the role of law enforcement enabled by science and technology.Based on this,the paper puts forward the perfect countermeasures of reform,including: clarifying the boundary relationship between power and responsibility,improving the ability of comprehensive administrative law enforcement from the "quality",liberating the idea,improving the legal system,and improving the information construction of comprehensive administrative law enforcement.The original intention and essence of the comprehensive administrative law enforcement reform in Z Town of Changzhou City is to solve the drawbacks of grassroots law enforcement.It is hoped that the comprehensive administrative law enforcement reform can be combined with the characteristics of rural agricultural development,establish and improve the comprehensive administrative law enforcement system of the town,constantly improve the efficiency of comprehensive administrative law enforcement,and realize the continuous improvement of the satisfaction and sense of gain of the masses.Enjoy the results of comprehensive administrative law enforcement reform,and also hope to provide reference for other township comprehensive administrative law enforcement reform practice through this study.
