With the development of a new round of technological’ revolution and industrial revolution,the principal contradiction of our country society has changed,the traditional community management system is more and more unable to adapt to the requirements of the new situation,the old village transformation,life wisdom,cultural pension facilities,transportation problems are hindered people yearning for a better life.Therefore,the national level issued the Opinions of the CPC Central Committee and The State Council on Strengthening and Improving Urban and Rural Community Governance,which proposed to comprehensively enhance the rule of law,scientific and refined level and organization of urban and rural community governance,and promote the modernization of urban and rural community governance system and governance capacity.Made solid progress in the construction of "two high level" become the main goal of the current Zhejiang struggle,Zhejiang in 2019 first proposed the "future community" construction of the people’s livelihood project,xiaoshan district,Hangzhou guali town colorful future community as the first batch of 24 "future community" pilot,is the only one located in the township issue of basic forming pilot,is the future community construction "first try" model.For the above reasons,This article will be based on the future community,Using the holistic governance theory,Combined with the governance reality of the colorful Future community,Analyze the design objectives and internal requirements of the community governance system under the perspective of the future community,To study the basic situation,evolution process and governance status of the colorful future community,Excavating its governance characteristics and construction results,at the same time,In-depth analysis of the existing problems and restrictive factors in the colorful future community governance system,Put forward the corresponding optimization countermeasures and suggestions,And then to provide a certain theoretical support for the formulation of relevant government policies,Seeking a replicable and generalizable system of community governance,Provide reference for the future community governance in other provinces.This paper is mainly divided into five parts.The first part is the introduction,which mainly includes the background and significance of this paper,the current situation of domestic and foreign research,the research content and method,the innovation and deficiency of research.The second part is the main concept and theoretical basis,which expounds the important concepts and theoretical basis of community,future community,community governance system and holistic governance theory.The third part expounds the evolution process,characteristics and construction effect of the colorful future community governance system.First introduces the basic situation and xiaoshan colorful future community construction before the management system,followed from the governance objectives,organization structure,management functions,governance means,power operation mechanism of colorful future management system after the community construction of a comprehensive,finally extract the colorful future community construction.The fourth part is the analysis of the existing problems and causes of the colorful community governance system,and the discussion from the aspects of governance subject,policy implementation,governance means and residents’ participation.The fifth part is based on the existing problems and constraints of the colorful future community governance system discussed in the fourth part,takes the overall governance theory as the theoretical basis,and discusses the ideas and countermeasures of further optimizing the colorful future community governance system from the four dimensions of "concept-organization-system-technology".
