As a special public gathering place,primary and secondary school campuses gather a large number of young minors,which are prone to various emergencies and affect the healthy growth of children.In recent years,the Party and the government have continuously improved laws and regulations,improved the system and mechanism,and led schools to do a good job in emergency response to emergencies in primary and secondary schools.The overall security of the campus is stable,and people’s sense of security is constantly improved.However,with the soaring social risk coefficient,the security risks faced by schools are also increasing.Campus security concerns thousands of families.How to further improve the emergency response capacity of primary and secondary schools and maintain campus security and stability is still a very important social proposition.In view of the emergency response needs of primary and secondary schools,the article carries out specific research from the perspective of multi-agent coordination.The survey shows that the primary and secondary schools in Z City are characterized by large numbers,wide distribution and large differences.In particular,in terms of emergency response,there are many kinds of emergencies in primary and secondary schools in Z City,and the problems of campus food safety and drowning of minors are prominent,with high frequency.In response,Z City has explored and built an integrated system of ‘government,school,family and community’,gradually forming a multi-agent emergency response mode of government leaders,school subjects,family responsibility,and social participation,effectively enhancing the systematization,integrity,and coordination of emergency response work,and maintaining the overall stable and sustainable development trend of the safety situation of primary and secondary schools in the city.However,limited by the construction of digital infrastructure,the design of emergency management system,the structure of functional departments and the staffing of executive agencies,problems such as poor communication,unclear responsibilities,unclear scope and insufficient strength of emergency response multi-agent increasingly emerge,leading to challenges such as the absence of the main body of collaborative governance,poor awareness of the main body of collaboration,and poor collaboration process in the primary and secondary schools in Z City.In view of the above problems,this paper,through the analysis of typical cases and detailed discussions with the directly responsible personnel,puts forward countermeasures to improve the governance mechanism,integrate information technology elements and increase the system supply.The research of this article is expected to increase the attention and attention of the society to the emergency response of primary and secondary schools,and has very important practical significance for continuously improving the emergency response system of primary and secondary schools and improving the level of emergency management in primary and secondary schools. |
