With the rapid development of the digital economy in recent years,digital technology has given rise to a large number of new industries,which makes a large number of jobs available.According to statistics,in 2020,the number of employees in enterprises in the new employment form reached 6.31 million.Accordingly,employment opportunities were created for 84 million workers in new employment forms.By the end of 2021,the national employment population reached 750 million,including 200 million workers in new employment forms.New employment forms are becoming a new growth point for "stabilizing employment and ensuring employment",and will definitely unleash greater potential in the future.Under the new situation,how to ensure high-quality employment in new employment forms has become an important issue to be paid attention to while ensuring full employment.Focusing on the emerging field of new employment forms,this study aims to achieve high-quality employment of workers,and takes government promotion of employment as a foothold.Based on a clear definition of the relevant concepts,this study first systematically sorted out the current role of the government in promoting high-quality employment in new employment forms based on the theories of new public management and collaborative governance.Then,the current situation and demands of workers and the role of the government in the employment in new employment forms under the current policies were deeply analyzed in five dimensions of high-quality employment based on relevant data collected by using questionnaires and interviews.Through data comparison and in-depth interviews,it was found that the government’s role in high-quality employment of new forms of employment is prominent.It was found that there are serious problems such as unspecific employment support policies,inadequate implementation of relevant policies,insufficient cultivation of participating subjects,and unbalanced supply and demand of public services.From cause perspective,these problems can be classified into outdated service concept,unsound basic system,unestablished information platform,and imperfect supervision mechanism.Finally,in response to these problems,some policy suggestions were put forward based on the new public management theory and collaborative governance theory,which include changing the service philosophy for high-quality employment,optimizing the policy on high-quality employment,improving the mechanism for guaranteeing high-quality employment,improving the service system of high-quality employment,improving the supervision mechanism of high-quality employment in new employment forms,etc.
