Research On Formalism And Governance In China's Policy Implementatio

China has always attached great importance to the governance of formalism,and in recent years,it has been elevated to an unprecedented level to be rectified.Formalism is not only regarded as an inherent defect of the bureaucratic system,but is also a key issue that needs to be urgently addressed in the process of modernizing national governance.Although formalism is a derivative of the problem of ideological understanding,we cannot understand formalism only from the perspective of ideological understanding,otherwise it will be difficult to grasp formalism in administrative practice,nor is it conducive to an in-depth analysis of the causes of the phenomenon of formalism in practice.Formalism is prevalent in the daily work of the government,especially in its daily administrative practices.Policy implementation is the activity where the government is most closely connected to the people and society,and formalism,as a common phenomenon in policy implementation,has constantly become a stumbling block and obstacle to the modernization of government and national governance.As a common phenomenon in policy implementation,formalism has become an obstacle and an obstacle to the modernization of government and national governance.Deepening the governance of formalism in policy implementation is an important breakthrough and part of the governance of formalism,therefore,this paper focuses on formalism in the administrative behaviour of the government and explores the governance of formalism from the perspective of the practice of government policy implementation.The first part introduces some core concepts and related theories,and introduces the core topic of formalism in policy implementation and its governance,laying the foundation for the discussion of this paper.The second part firstly introduces the effectiveness of combating formalism in policy implementation in China in the light of the actual situation of the Chinese government,mainly including the manifestations of formalism in policy implementation in China and the measures taken and achievements made in combating formalism,and then analyses the problems of combating formalism in policy implementation and identifies the corresponding causes.In the third part,some suggestions are made for optimizing the governance of formalism in policy implementation in China,mainly from the four perspectives of governance subjects,institutional mechanisms,governance methods and legal system construction,in order to promote the effective implementation of government policies in China and to enhance the modernization of national governance and governance capacity.
