Research On The Governance Of Formalism By The Communist Party Of China

For a long time,formalism has become a major obstacle in the process of promoting the modernization of national governance.With the continuous promotion of the anti “four tendencies” including the rectification formalism,the current rectification formalism focuses more on the source governance and system construction.Metaphysical thinking method divorced from reality and behavior style emphasizing form but neglecting effect usually belong to the category of formalism.However,in the history of Western thought,Max Weber once regarded formalism as a reasonable spirit of bureaucracy,which constitutes the problem of formalism in both positive and negative aspects.At the same time,formalism also presents its many faces in the fields of philosophy,literature and art,natural science and public administration.Therefore,formalism should first clarify its concept,and then explore its manifestation,main harm,causes and how to govern.The prevention and cure of formalism is the key issue to strengthen the style construction of the ruling party,which contains the profound theoretical interpretation of Marxist classic writers.In the historical process of revolution,construction and reform,the Communist Party of China has always been fighting against formalism and gradually realized the great harm of formalism and the long-term nature of rectification.By combing the historical process of the CPC’s rectification of formalism,we can see that the triple logic of open-door rectification,two-way promotion of cadre education and system construction is the experience to be followed in the rectification of formalism.However,at present,formalism of governance is a difficult problem,which is caused by the long-term accumulation of historical and cultural genes,the difficulty of Formalism’s own definition and screening,the negative effect of sports governance,the layers of burden under the same structure of responsibilities,the lack of institutional mechanisms,the dislocation of some leading cadres’ performance view,and the panic of ability,Together,it leads to the Governance Dilemma of formalism.Concerning the current problems of formalism governance,on the basis of historical experience,we try to find a more fundamental and long-term solution at the institutional level.It is necessary to construct and improve the “four in one” supporting mechanism with the main contents of cadre selection,appointment,assessment and evaluation mechanism,stable interest expectation and interest protection mechanism,power operation restriction,supervision and accountability mechanism,and formalism criticism and punishment mechanism.At the same time,we should actively build a“responsive” government,expand the orderly political participation of the people,cooperate with the education of ideals and beliefs,focus on the key minority,put the government responsibility system with the same rights and responsibilities in a more prominent position,and work together to build a solid barrier for the party’s governance and national construction and development.
