Research On The Problems And Countermeasures Of The Operation Of The Deliberative And Coordination Bodies

The Fifth Plenary Session of the 19th Central Committee of the Communist Party of China proposed in its vision of basically realizing socialist modernization that a new type of industrialization,IT application,urbanization and agricultural modernization should be basically realized by 2035,and a modern economic system should be completed.The Party’s 20 National Congress also mentioned in the overall goal of China’s development that by 2035,we should complete the building of a modern economic system,form a new pattern of development,and basically realize the modernization of new industrialization,IT application,urbanization and agriculture.Promoting new industrialization is an inevitable requirement for realizing Chinese-style modernization and a strategic choice for achieving high-quality economic development.Discussion and coordination institutions are established for the completion of a cross-region or cross-department,cross-industry comprehensive,temporary,stage tasks with guidance,overall coordination,discussion and research,urge implementation and other work responsibilities related institutions,has significant advantages in dealing with major risks,undertake special administrative tasks,improve organizational efficiency.In our governance practice,many coordination organs have been established from central to local government.Their effective operation is one of the important experiences accumulated by the government in administrative management activities,and has also become a practical tool of characteristic policy implementation in local governance and reform.It has played a unique and lasting role in pooling government resources to complete temporary tasks and special governance work.But there are some problems in operation.On the basis of collating relevant literature about the coordination mechanism and its operation,this paper applies the theory of collaborative governance and bureaucracy,takes the New Industrialization Strong City Construction Promotion Committee of T City of H Province as a case study of the coordination mechanism,and collects and collates its institutional establishment,organizational structure.organizational system,functional division and other normative documents as well as internal information of its operation.This paper qualitatively analyzes the operation of the coordination mechanism.At the same time,through field investigation and in-depth interview,targeted interviews with members of the Construction Promotion Committee of T City,leaders of enterprises and project units and other relevant personnel to obtain first-hand information,fully combining practice and theory,analyzing the operation overview and operation effect of the consultation and coordination organization.It summarizes the existing practical problems in the operation process,such as the unbalanced operation between organizations,the personnel strength affecting the normal operation of the committee,the blurred function boundary of collaborative subjects,and the barriers to inter-departmental information exchange,analyzes the causes of the problems,and explores reasonable countermeasures and suggestions to improve the operation of the consultation and coordination organs,so as to further improve the operation effectiveness of the committee for promoting the construction of a new industrialized strong city in T City,Better promote the new industrialization construction of T city.It is expected that the study of this paper will provide useful reference for the operation of the consultation and coordination organs in T City and other regions and carry out similar governmental governance behaviors.
