Research On The Current Situation And Problems Of Rehabilitation Services For The Disabled

At present,there are over 85 million people with disabilities in China,involving 260 million family members.The smooth development of the cause of the disabled is directly related to the vital interests of the disabled,and more importantly,affects the happiness and sense of attainment of hundreds of millions of families.Since the founding of New China,the cause of the disabled in China has received great attention from the Party and the State.Since the reform and opening up,along with the rapid social and economic development,various services such as rehabilitation for persons with disabilities have been promoted by a series of special subsidy policies to speed up the advancement of the cause of persons with disabilities in China,and great progress has been made in the rehabilitation of persons with disabilities.However,the further development of rehabilitation services for the disabled in China still faces many problems that need to be solved,such as laws and regulations to be improved,uneven allocation of rehabilitation resources,shortage of professional rehabilitation personnel and lack of rehabilitation funds,which are worthy of in-depth study.This paper focuses on the long-term development of the rehabilitation services for people with disabilities,using the theory of welfare pluralism,Maslow’s hierarchy of needs and social support as the theoretical basis,and then conducts in-depth research on a series of problems in the current rehabilitation services for people with disabilities.The study found that the current construction of rehabilitation services for people with disabilities suffers from a shortage of rehabilitation resources,poor service quality,which can be summarised into three main problems: firstly,the system for guaranteeing rehabilitation services for people with disabilities is not yet perfect;secondly,the quality of existing rehabilitation services is not high;and thirdly,the development of the rehabilitation system for people with disabilities is insufficient.Firstly,the reason for the imperfect system of guaranteeing rehabilitation services for persons with disabilities lies in the lack of laws and regulations leading to ineffective policies,the lack of overall planning when legislating and formulating relevant regulations,and the operability of the relevant policies already in place still needs to be further strengthened.Secondly,the main reason for the poor quality of rehabilitation services for persons with disabilities is that the allocation of rehabilitation resources has been in a state of imbalance for a long time,and the scientific layout of resources for rehabilitation services needs to be improved,and there is a lack of long-term planning.Inadequate consideration has been given to the rapid growth in demand for rehabilitation services for persons with disabilities,making it difficult to meet the increasing rehabilitation needs of the disabled community.Thirdly,the key to the inadequate development of the rehabilitation system lies in the inadequate level of construction of rehabilitation institutions.From the experience of developed countries in the construction of rehabilitation work for persons with disabilities,the construction and development of rehabilitation institutions is crucial to the improvement of the rehabilitation service system,and at present,the construction and development of rehabilitation institutions in China not only lacks financial guarantee,but also lacks sufficient professional talents.In order to solve the above-mentioned problems and further promote the development of rehabilitation services for people with disabilities,the rehabilitation protection system for people with disabilities should be continuously improved by improving laws and regulations to promote the development of disability rehabilitation services,strengthening the level of implementation of relevant policies,and routinising surveys on people with disabilities;and by strengthening the professional training of rehabilitation personnel,developing rehabilitation technology,exploring more rehabilitation models,and improving the research and development and scientific configuration of rehabilitation aids to promote The professional level of rehabilitation services for persons with disabilities will continue to rise;the construction of a rehabilitation service system for persons with disabilities will be strengthened through scientific planning and allocation of rehabilitation resources for persons with disabilities,guiding the participation of multiple entities in the construction of community-based rehabilitation institutions,and actively broadening the sources of funding for rehabilitation services.All sectors of society should work together to promote the development of the cause of people with disabilities and achieve the goal of "rehabilitation services for all" as soon as possible.
