In the current maintenance of social security,police auxiliary personnel have become a great and significant force in the management of social security.Although they do not have the official identity of the people’s police,they are essential assistants of the people’s police.At present,the increasing expansion of police auxiliary personnel has also brought a lot of problems.How to enhance the standardized management of police auxiliary personnel and play a better role of police auxiliary personnel has become one of the focus issues of public security organ management.Faced with the new situation,new tasks and new requirements,the reform of auxiliary police system has become an urgent need of social governance.So far,the reform of the auxiliary police system has been promoted first in places such as Shanghai,Nanjing and Shenzhen.This paper has a comprehensive understanding of the police auxiliary personnel and its management in A District of Yangzhou by issuing questionnaires.On the basis of the incentive theory and thetheory of un-expending improvement,this paper summarizes the current situation of the police auxiliary personnel management in A District of Yangzhou,analyzes the problems existing in the management and the causes of them,and makes a summary of the experience of police auxiliary personnel management at home and abroad.Finally,it puts forward some countermeasures and recommendations to improve the management.To be specific,this paper first gives a summary of the current situation of police auxiliary personnel in A District of Yangzhou,which is a higher proportion of male,slightly older age,lower educated level,high turnover and most of them work in the front line.The current situation of police auxiliary personnel management is that the management main body is Yangzhou A District Public Security Bureau,the management basis is not perfect,and the management contents including recruitment,training,attendance and disciplinary treatment are not sound enough.Afterwards,it makes an analysis of many problems in the management of police auxiliary personnel in A District of Yangzhou.The major problems include unclear legal status,non-unified recruitment and employment standard,non-standard auxiliary police training,unreasonable assessment mechanism,no guarantee of welfare treatment,unstable auxiliary police team and so on.Subsequently,according to the problems found above,it makes a thorough analysis of the reasons behind.The reasons mainly come from the lack of legal and regulatory basis,the absence of daily management system,the shortage of incentive and guarantee system,and the lack of professional identity from police auxiliary personnel.Finally,on the basis of the management experience of police auxiliary personnel at home and abroad and according to the actual situation of A District of Yangzhou,countermeasures and recommendations are put forward to strengthen the management of police auxiliary personnel,including enhancing the legal security system of auxiliary police,improving the recruitment and training system of auxiliary police officers,optimizing the assessment and incentive system of auxiliary police officers,implementing the salary and welfare security system,perfecting the internal care system and so on.
