| In our country’s social relief system,the minimum living security policy is the most basic relief policy.As a public policy benefiting people’s livelihood,the subsistence allowance policy is of vital significance for ensuring residents’ basic livelihood,narrowing the gap between the rich and the poor,and maintaining social stability and harmonious development.Especially after the building of a moderately prosperous society in an all-round way,the minimum living allowance policy plays the role of the last line of defense in consolidating the achievements in poverty alleviation.However,it is undeniable that there are many problems in the implementation of the policy at the grassroots level.Therefore,the research on the implementation of the minimum living allowance policy in F Town,the application of social security theory,fairness and justice theory and public policy implementation theory to analyze the problems and causes in the implementation of the minimum living allowance policy in F Town,and put forward corresponding countermeasures,which has strong theoretical and practical significance for better safeguarding and improving people’s livelihood.This paper first introduces the research background and significance,and on the basis of sorting out the relevant researches of domestic and foreign scholars,uses lite rature research,questionnaire survey and personal interview and other research metho ds to conduct an in-depth discussion on the implementation of the minimum living s ecurity policy in F town.The study found that in the process of implementing the s ubsistence allowance policy in F town,there are some problems,such as difficulties in household income verification,formalities of identification procedures,unitary subsistence allowance relief methods,weak grassroots working force,lagging dynamic adju stment and lack of public supervision.The reasons lie in the imperfect verification m echanism of subsistence allowance,the imperfect incentive and promotion mechanism,the lack of cooperative assistance,the low level of business skills,the inadequate d ynamic management of subsistence allowance and the lack of social supervision and management.Finally,this paper puts forward targeted and operable countermeasures a nd suggestions from the aspects of improving the subsistence allowance verification mechanism,improving the incentive assessment system,establishing a multiple cooper ative rescue mechanism,improving the professional quality of grassroots staff,strengt hening the dynamic management of subsistence allowance and strengthening the socia l supervision and management,etc.,providing reference for promoting the more effec tive implementation of the minimum living allowance policy in F Town.We continue d to improve our work to ensure people’s wellbeing. |
