A Dynamic Study On The Social Mechanism Of The Urban Minimum Living Guarantee System Operating On Low Income Laborers

The urban minimum living guarantee system is a form of social assistance with Chinesecharacteristics. It is an important part of Chinese social assistance, also plays a great role inChinese social security system. As a social assistance system that can effectively eliminatepoverty, the urban minimum living guarantee system becomes to an important social systemrelated to people’s livelihood and maintains social harmony. Its operation and developmenthas always been a concern in academic circles.As developing up to now, a big problem of the urban minimum living guarantee systemis that people who accept the assistance can’t quit, the dynamic management is difficult toimplement. This problem limits the urban minimum living guarantee system plays furthersecurity function. According to this phenomenon, this paper use social mechanism as theresearch angle, explore how this phenomenon forms. First describes the history andimplementation of the urban minimum living guarantee system, and describe the dynamicmanagement’s propose and implement. We can summarize that, there are three characteristicsin the process of its implementation. Since2003, the numbers of people who accept the urbanminimum living guarantee system tends to be stable, and it is hard to project more people. According to the threecharacteristics, the focus of this research is the exit mechanism of people with ability to work.Using social mechanism as the research angle, this paper researches exit mechanism ofpeople with ability to work in the urban minimum living guarantee system. Choose threeprofessional sociology tools to explain how this social mechanism forms. Analyze in thissocial mechanism, how individual, group, social environment and the policy process interactto form a system. According to the mechanism, form the model of this social mechanism.At last, summary the full text and give some advices.
