Research On The Operation Evaluation And Improvement Countermeasures Of Rural Minimum Living Security System In A Township Of Jizhou District

In China’s social assistance system,the rural minimum living security is an important part of both can guarantee low income people the most basic survival needs,at the same time can promote rural overall economic stability.Rural poverty population is huge,so the implementation of the minimum living security system is related to people’s livelihood shrines.Whether its execution has high efficiency,is related to whether the system can achieve expected goal,this is one of the important events related to the rural poor survival.Therefore,the object of this study is the implementation of the minimum living security system in rural areas,and put forward useful suggestions to promote the implementation of this system,and provide assistance for the improvement and development of the system.The theoretical basis of this paper is aiming method theory,social justice theory,public service theory and policy implementation block theory.With the method of literature research,practical investigation and case analysis as investigation methods,A township of Jizhou District is taken as the research object to study the development of this system in this area and analyze the influencing factors of its improvement and development.Article first introduced the beginning A township in the region’s economic basic situation,discusses the minimum life guarantee system in the region include specific regulations,and development situation,then through field probe,to find out some problems in the system in the process of pushing,such as,difficult to establish accurate low object dynamic of low management efficiency is low,the lack of welfare.Outstanding facilities,country specific implementation of the work of staff shortage,etc.It is found that the main reasons for these problems are as follows: the income of farmers cannot be accurately assessed,the information of the subsistence allowance personnel cannot be updated in time when changes occur,the social assistance procedures are cumbersome,the relevant departments cannot cooperate actively,and the grass-roots staff are facing great pressure.In the end,the article puts forward some suggestions to improve the minimum living guarantee system in this area: to build a system aiming at the target of the minimum living allowance system to enhance the efficiency of the system,to introduce and build a perfect system of supporting relief projects,and to increase the input of grass-root staff.In order to promote and improve the minimum living security system in rural areas,the paper provides the government with the basis from the theoretical and practical aspects.The various suggestions put forward by the paper are targeted and operable,which provides a valuable reference for the perfect development of the minimum living security system in this area.
