Research On The Problems And Countermeasures Of The Implementation Of The Minimum Living Security System In Xuzhou City

The minimum living security system,also known as "minimum living security",plays an important role in ensuring social equity and maintaining social stability.It is an important part of China’s social security system and the last line to help the poor and protect people’s livelihood.In the process of the implementation of the minimum living security system,the state(government),society,disadvantaged groups,grass-roots operators and other different subjects should always pay attention to the development obstacles encountered by the system and the practical problems existing in the implementation process.The minimum living security system has been implemented in Xuzhou for many years.The government has carried out a series of explorations in the formulation and renewal of the minimum living security system: the detailed rules for the implementation of the minimum living security work of the city’s residents have been issued,the minimum living security standard has been increased year by year,the family economic status check center has been established,and the "single person insurance" policy has been implemented Practical results have been achieved.However,there are still some problems to be solved.By studying the typical sample of Xuzhou City,combining with the theory of fairness and justice,welfare pluralism and Maslow’s hierarchy of needs,and using the methods of literature research,questionnaire survey and interview,this paper finds that there are some problems in Xuzhou City,such as insufficient efforts to make up the gap according to the standard,inaccurate identification of family economic status,alienation of the system,deviation of policy objectives and lagging of minimum living security management,Symptomatic analysis and find out the reasons,by referring to the practice of other regions,summing up the relevant experience and other ways,give some suggestions to solve the problems encountered in the implementation of the minimum living security system,and promote the development of social assistance in the direction of specialization,diversification and marketization.At present,China is at the beginning of the comprehensive poverty alleviation and the14 th five year plan.Studying the problems encountered in the implementation of the minimum living security system and giving targeted improvement measures or countermeasures can provide solutions for the development of social assistance in the post poverty alleviation era,and also have reference significance for the development of social assistance in similar cities in China.
