Research On Loopholes And Countermeasures Of Telecom And Cyber Fraud Prevention And Control In S Province

At present,with the rapid development of the Internet economy and the telecommunication industry,the relevant technologies of the telecommunication network not only promote the economic and social development,but also become an important carrier for criminals to commit crimes.Telecom cyber fraud is currently occurring frequently and has become one of the fastest developing criminal crimes,which seriously affects people’s "three senses",namely,sense of gain,happiness and security.According to incomplete statistics,telecom cyber fraud brings at least tens of billions of economic loss to our country every year.These economic losses have become an obstacle to the high quality of our economic and social development.It can be seen that telecom cyber fraud has become a prominent problem in society,which seriously affects social stability and national security.It is urgent to strengthen prevention and control.This study adopts case analysis,investigation analysis and interview methods.By interviewing victims of telecom cyber fraud and the staff of telecom cyber fraud prevention and control department to obtain first-hand basic data,combined with the data of telecom cyber fraud cases in S province in recent years,based on the "Swiss cheese model" in the theory of accident causes and the theory of collaborative governance,the relevant research is carried out.Through the analysis of the current situation of telecom cyber fraud prevention and control in S province,the evolution trend of telecom cyber fraud in S province is summarized,that is,from "wide net" fraud to precise fraud,from single technical means fraud to multi-technology integration fraud,from fraud groups gathering fraud to overseas command within the territory of multiple regions and multiple dens scattered fraud.The loopholes existing in the prevention and control of telecom cyber fraud in S province are identified,including technical loopholes,regulatory loopholes,prevention and control loopholes of enterprises and personal behavior loopholes.And for the loopholes,one by one analysis,find out the reason.On this basis,the analysis model of telecom cyber fraud prevention and control in S province is constructed.According to the actual work situation of telecom cyber fraud in S province,combined with the evolution trend and prevention and control loopholes of telecom cyber fraud in S province,the corresponding countermeasures are given from four aspects:improving intelligent monitoring technology,improving cooperation mechanism,improving social governance level,and innovating publicity and education.Finally,it is concluded that the prevention and control of telecom cyber fraud is a complex systematic project.Under the guidance of collaborative governance theory,it is necessary to establish a pluralistic co-governance system with the leadership of the Party committee,the dominance of the government,the cooperation of banks,Internet enterprises,telecom operators and the participation of citizens,and create a nationwide anti-fraud atmosphere,so as to prevent and control such crimes fundamentally.
