Prevention And Control Measures For Telecommunications Network Fraud In Rural Areas Of Shehong City:A Victim Perspective Research

In recent years,The number of telecommunication network fraud cases against rural residents is large,fast-growing,extensive,and strongly reflected by the public,has become one of the very serious types of crime in rural areas.In April 2021,Sichuan Provincial Committee held a standing committee pointed out to do a good job of prevention and management,continue to promote the operation of the anti-fraud center,focus on the public education work of the masses,compress the work responsibility and industry supervision responsibility,improve the joint meeting system.The Party attaches great importance to the problem of rural telecom network fraud and has pointed out the direction for combating and managing it:The Twelfth Congress of the Communist Party of China in Sichuan Province report emphasizes the improvement of security warning and prevention and control mechanisms,propose to strengthen community governance in townships and cracking down on telecom network fraud crimes.Rural residents do not know enough about technology and network,have poor ability to recognize the authenticity and are easily gullible,thus becoming the target of telecommunication network fraud crimes.As the fight against governance continues to deepen,rural residents suffer from telecommunications network fraud more and more frequently,with great social harm.Therefore,analyzing the problem of telecommunication network fraud suffered by rural residents and studying countermeasures for prevention and control are an important part of strengthening the governance of townships and promoting the building of social peace.In this context,this paper is based on holistic governance theory,collaborative governance theory,and public safety management theory,and takes rural residents of Shehong City as the survey object,according to the basic situation of typical cases of telecommunication network fraud suffered by rural residents in Shehong City in recent years,combined with the questionnaire survey,the following four points of current situation and problems were found:(1)Fraudulent information,fraudulent situations and anti-fraud propaganda work are the 3 important influencing factors of telecommunication network fraud for rural residents in Shehong City.(2)Rural residents in Shehong City suffer from a wide range of telecommunication network fraud,and their handling of telecommunication network fraud information is inadequate.(3)The accuracy,strength and manner of anti-fraud propaganda work are lacking.(4)The anti-fraud linkage and collaboration mechanism is not perfect,etc.This paper analyzes the problem of telecommunication network fraud suffered by rural residents in Shehong City and the current situation of the prevention and control system,proposes specific countermeasures to strengthen the prevention and control system of rural telecommunication network fraud:(1)Full implementation of the Law of the People’s Republic of China on Combating Telecom and Online Fraud.(2)Build a joint anti-fraud work mechanism in rural areas.(3)Efforts to cultivate awareness of prevention among rural residents should be increased.(4)Enhance detection techniques and strengthen professional training for civilian police.(5)Do a good job of grid-based management of residents in rural communities and strengthen the linkage with public security departments.(6)Establishment of rural anti-telecom network fraud volunteer organizations.To optimize the working mechanism of various departments in Shehong City to combat telecommunication network fraud,strengthening the construction of telecommunication network fraud crime prevention and control system,curbing the growing trend of telecom network fraud crimes,protecting the lives and property of rural people.
