Since the country deepened the reform of the supervision system,the discipline inspection and supervision commission have worked together to achieve the full coverage of the supervision of public officials,and the discipline inspection,supervision and petition work is facing unprecedented challenges.The scope of supervision is expanded,and the enthusiasm of the people to participate in letters and visits is improved,results in the increasing number of letters and visits.A large number of clues test the quality and efficiency of the discipline inspection and supervision of letters and visits handling.In the face of the complaint reporting work of discipline inspection and supervision under the new situation,the traditional complaint reporting work process,methods and mechanisms have been relatively insufficient,affecting the intensity,timeliness and quality of the handling of complaint reporting clues,and also the key point of affecting the satisfaction of the masses.At present,the booming construction of digital government in China has brought unprecedented development opportunities for the discipline inspection,supervision and petition work,and provided new ideas for the discipline inspection,supervision and petition work to solve the problems faced.In November 2019,the Central Commission for Discipline Inspection and the National Supervisory Commssion held a working meeting on the promotion and deployment of the whistleblowing platform of the national discipline inspection system.The meeting stressed that the deployment and application of the platform should be steadily promoted to provide information technology support for the high-quality development of discipline inspection and supervision work.It is a process reconstruction and reengineering of discipline inspection,supervision and petition work by constructing a reporting platform covering discipline inspection and supervision system,moving the process of discipline inspection,supervision and petition work from offline to online,promoting the deepening cooperation and linkage among various departments with the process as the center,and gradually forming an integrated work pattern.However,because the discipline inspection,supervision and petition work at the grassroots level has its own characteristics,it is not the same in promoting the deepening application of the platform,many problems of the work of discipline inspection and supervision letters and visits have been exposed,which requires upgrading the existing work process,working mechanism,personnel and means.Taking the discipline inspection,supervision and petition work of J County in Shandong Province under the background of digitalization as an example,this paper takes the work process as a starting point,and comprehensively displays the actual operation and working mechanism of the work process of J County’s discipline inspection,supervision and petition through analyzing of the four links of acceptance,sub-handling,investigation and feedback,as well as the main effects brought by digital technology to the discipline inspection and petition work of J County.After interviewing the staff of relevant departments in each link of the complaint and petition work process,it is found that the problems existing in the discipline inspection and supervision of complaint and petition work in J County,including inaccurate information input after the acceptance of complaint and petition,asynchronous online and offline processes,low efficiency of complaint and petition investigation and handling process,and feedback work cannot resolve the mass conflict shield.Based on the theoretical basis and practical situation,it is believed that the main reasons for the problems are the low professional quality of the complaint reporting staff,the unreasonable setting of the work process,the evaluation mechanism and handling means to be upgraded,and the incomplete system for the termination of complaint reporting.Finally,in order to promote the further improvement of the disciplinary inspection and supervision of complaint reporting under the digital background,the author proposes to improve the professional level of complaint reporting and acceptance.Suggestions on optimizing the setting of work processes,upgrading the performance appraisal system and means of handling cases,and improving the complaint reporting feedback mechanism. |
