Reseach On Government Responsibility Perform Current Situationin Our Rural Social Assistance

Rural social assistance system is an important part of social assistance system, it is the last line of defense of rural society, playing the role of maintaining the stability of rural social. It refers to the system that the rural residents can get material and money aid free of charge by the government and the society when they are in difficult life for any reason to maintain a minimum standard of living. It guarantees the most basic survival rights and interests of rural vulnerable groups and reflects people-oriented concept of governance of socialist countries, it is conducive to realize the overall coordination development between urban and rural areas, building a harmonious socialist society. Because rural social assistance is a gratuitous assistance activities, if the rural social assistance resources are adjusted by the market, easy to cause waste of resources and regional development imbalances. This needs the government is mainly responsible for the rural social assistance, bearing most of supply tasks of the rural social assistance funds. Currently, our government’s function is gradually shifting from the "management" to "service", the paradigm of service- oriented calls for the government to shift distorted value idea of rural social assistance, clear that the government provides rural social relief work is a duty, not gifts, fully consider the self-esteem of rescuers, provide better rescue service for rural vulnerable groups from the perspective of service, ensure the survival rights and interests of the rescuers.In this paper, it discusses the government duty in rural social assistance divided into six parts chapters. The first chapter introduces the research background, research significance, research status at home and abroad, etc. The second chapter introduces this paper’s theoretical basis from the perspective of the public goods supply theory, the poor deserve rights theory and responsible government theory. The third chapter expounds the meaning and content of rural social assistance and defines the limitation of liability for the government in rural social assistance. The fourth chapter introduces the achievements and existing problems in the process of performing government’s responsibility in rural social assistance, mainly from four aspects these are the legislation, government responsibility define, the cooperation between government and social organization and supervision to analyze problems in the process of rural social assistance in the duty carried on by government. The fifth chapter puts forward measures to perfect the responsibility of the government in rural social assistance. The sixth chapter is summary. This paper aims to discuss how to perfect the rural social assistance’s government responsibility, how to strengthen the cooperation between the government and social organizations by studying government responsibility in the rural social assistance, in order to better implement the government’s policies on rural social assistance, to better safeguard the survival rights and interests of the rescued, to build a harmonious society that it realizes integration of the city and rural.
