Research On The Development Of Non-governmental Public Emergency Rescue Organizations

China is currently in a critical period of economic and social development,political,economic,social,cultural and other fields are experiencing unprecedented changes,various factors flow at a high frequency,the whole society in the rapid development of the same time,the social environment is also gradually diversified and showing a high degree of uncertainty,various types of emergency events are also emerging and becoming more and more normal,on social stability and the safety of people’s lives and property has had a non-negligible impact.Existing official government emergency response forces alone are no longer able to adequately respond to these incidents.Therefore,it is necessary to vigorously support non-governmental public welfare emergency rescue organizations,develop non-governmental emergency response forces,give full play to their characteristics of flexibility and mobility,and make them effective assistants of our government in emergency management and social governance.At present,non-governmental public welfare emergency rescue organizations are facing problems and difficulties in survival and development,such as insufficient recognition by the private and government organizations,insufficient funds,insufficient policy support,etc.,which restrict the development of non-governmental public welfare emergency rescue organizations.How to help non-governmental public welfare emergency rescue organizations overcome the "growing pains" in the process of development,so that they can play a good role as the effective assistant of the party and government in the cause of emergency rescue,is of important positive significance for establishing and improving the national "big emergency" rescue system,improving China’s overall emergency rescue capabilities,and better coping with various increasingly complex and diverse emergency affairs.Based on relevant theories such as government failure,collaborative governance,and multi-center governance,this paper takes the Dalian WZ emergency rescue team as a research case,and conducts in-depth investigation and exploration of the development status and existing problems of the Dalian WZ emergency rescue team through interviews and questionnaires,and then concludes that China’s non-governmental public welfare emergency rescue organizations are currently facing insufficient civil support and recognition,low degree of internal standard management,lack of materials and funds,poor access to relevant information,and uneven professional quality of team members.Development difficulties such as lack of coordination with other emergency forces and insufficient organizational system guarantees.Based on this,this paper analyzes in detail the reasons for the development problems faced by non-governmental public welfare emergency rescue organizations in China from the aspects of system construction,laws and regulations.At the same time,combined with the relevant advanced experience of some developed countries in the world that are representative and of reference significance,this paper also puts forward some solutions to improve the development of China’s non-governmental public welfare emergency rescue organizations from the aspects of system and culture,resource coordination,personnel management,and coordination and linkage between subjects,so as to make its own modest contribution to the construction and development of China’s non-governmental public welfare emergency rescue organizations.
