Research On The Development Of Emergency Rescue Voluntary Organizations Under The Background Of Emergency System Reform

Maslow’s Need of Hierarchy listed safety as one of the fundamental human needs,which is a necessity.Similarly,when the material life in a nation has developed to a certain level,people’s need for public safety would elevate along with it.This is when a government’s competency measured by its ability to ensure public safety.After the prevalence of SARS,China’s attention on public safety has higher than ever.The government keeps enhancing its ability on safety governance to lower the possibility of all kinds of accidents and disasters.People have realized the significance of safety.However,since,in the long run,the government has always attached importance to safety and hazard,and neglected emergency and risk management,new issues emerge.These issues include that low risk awareness in the society,insufficient emergency response capacity of local governments and poor self-help and mutual rescue capacity of the people.Tackling these issues is of great practical significance to build safe social environment and elevate sense of security among people.Therefore,China has reformed the system of emergency management.Among all the practices of reforming,the establishment of department of emergency management marked that the public safety of China has entered into the era of emergency response.Under such background,the government force alone can no longer meet the needs of public safety management.The participation of private rescue is of inevitability in emergency management.This paper studies the development status of emergency rescue volunteer organizations in China from the general background of emergency management reform in China.In order to make this issue more concrete,the author selected an emergency rescue volunteer team of a county-level city in Shanxi Province(referred to as City J)as a research case,adopted the literature analysis method,comparative research method and research and argument method to make a statistic on the social rescue force and the current situation in City J,and to make a general sorting out of the relevant policies of J city government on social rescue force,so as to analyze the current social rescue force in response to the current problems and dilemmas of social rescue forces in dealing with various types of risks.Under the guidance of "big emergency",social rescue force should be accurately positioned in the daily work and emergency rescue duties.The department should also fully understand the importance of social rescue force from the overall requirements of emergency system reform,and actively guide social rescue force to participate in emergency management,so that this part of the force can make a greater contribution to the cause of emergency response in China.
