| At present,Population aging has become one of the world’s major social problems.Since 2000,China has officially entered the era of population aging.Under the background of this era,to meet the challenges of an aging population and continuously improve social public welfare,China ’s delayed retirement policy came into being.In 2013,the Third Plenary Session of the 18th Central Committee of the Communist Party of China proposed to ’study and formulate a policy of progressively raising the retirement age ’.In March 2021,the fourth meeting of the 13 th National People’s Congress clearly stated:’ gradually delay the statutory retirement age in accordance with the principles of small step adjustment,flexible implementation,classified promotion and overall consideration ’.In January 2022,Shandong Province for the first time implemented a nationwide delayed retirement policy.In the same month,Jiangsu Province proposed that the insured can delay retirement,the shortest time not less than 1 year.Delayed retirement is related to the vital interests of every worker,and female workers due to delayed retirement span is larger and the social role to give them more family responsibility factors,so the female workers in the delayed retirement policy adjustment is regarded as a key target group.In this case,it is particularly important to ensure the level of delayed retirement benefits for female workers.So it is necessary to further objectively understand the impact of delayed retirement policy on the welfare level of female employees in theory.Based on the perspective of life cycle theory,this paper constructs the life cycle analysis framework of female workers ’ ’ market preparation stage-market labor stage-market exit stage ’ to predict the impact of delayed retirement age policy on the allocation of work,family labor and leisure time of female workers,and explore the improvement of welfare treatment to compensate for the negative impact of delayed retirement on female workers,so as to provide certain reference and basis for improving the welfare level of female workers after delayed retirement.Through research,it is found that the main reason for the weak willingness of female workers to delay retirement in China at the present stage is that delaying retirement will prolong the market labor stage of female workers’ life cycle and occupy the family labor time and leisure time of female workers after retirement.By selecting Dalian as a survey site,this paper conducted a questionnaire survey and field interviews on the needs of delayed retirement benefits for female workers of different ages and different job attributes.Combined with the way of data statistics to collect and collate data,and using EXCEL spreadsheet software to deal with the relevant data,finally using comparative research method to classify and summarize the results of the study.After analysis,it is concluded that female workers will encounter employment discrimination,double role conflict and the dilemma of easily overlooked family labor value during their work and retirement,and they are eager to obtain more welfare support.The study also found that time allocation affects female workers’welfare needs differently.Female workers with regular working hours and more rest hours pay special attention to the decline of quality of life caused by the shortening of leisure time caused by delayed retirement;female workers with long working hours,overtime shifts and less rest pay more attention to the fact that the delay in retirement will result in a large occupation of family working hours and difficulties in caring for elderly and grandchildren.Under the current pension payment system,studying the impact of postponed retirement on the welfare level of female workers from the life cycle of female workers’ ’ market preparation stage-market labor stage-market exit stage ’ is conducive to objectively and fairly evaluating the rationality of postponed retirement policy,and avoiding the one-sided opposition to postponed retirement caused by the’ pension wealth ’ mindset of female workers formed in the pension system.If women workers are made more aware of the impact of post-retirement delays on their own interests,the real difficulties faced by post-retirement delays may not be as great as expected.Therefore,combined with the basic theory and related knowledge of related disciplines during postgraduate study,by drawing on the experience of Sweden,the USA and Japan,enrich the research perspective,and put forward reasonable countermeasures and suggestions for improving the delayed retirement benefits of female workers.To improve the welfare of delayed retirement of female workers,we should pay attention to giving full play to the joint role of the government,enterprises and families.First,we should build a complete incentive mechanism for delayed retirement by industry and population,give certain bonuses or subsidies to female workers who have delayed retirement,and make female workers have the right to independently choose whether to delay retirement according to their own specific conditions.Second,establish the pension replacement rate in line with the principle of fairness,and effectively ensure that the pension wealth under delayed retirement can compensate for the loss of family and self-leisure of female workers to the greatest extent;third,to provide supporting measures for the socialization of family labor,so that women workers can get out of family labor;fourth,improve the employment and occupational protection of female workers,actively improve employment and occupational protection policies,formulate relevant laws to protect the interests of older women workers;fifth,improve the supporting system of pension services,reduce the concerns of women workers after retirement,enhance the happiness of women workers after retirement. |
