China's legal system of workers retirement age began in the 1950's;after several adjustments,it basically remains stable.In the past 60 years,China's population,economic and social conditions have undergone tremendous changes.And the current statutory retirement age standards and basic policies are in urgent need of reform and adjustment.The Third Plenary Session of the 18 th CPC Central Committee held in 2013 explicitly put forward the policy of " study and formulate the incremental delay retirement age policy",so that to delay the retirement is determined the down from the national level.Since the retirement policy involves the personal interests of the individual and his family members and the employers,the policy has caused a strong reaction,which makes the policy adjustment and system reform face obstacles.From the relevant research and discussions,female workers will be the focus target group of the delay retirement age policy.Therefore,it is necessary to fully analyze the potential impact and effect of the delayed retirement policy to this group,and then take effective measures to promote the smooth implementation of relevant policies.Based on life-cycle theory and housework theory,this paper constructs the life-cycle analysis framework of "housework-labor market work-leisure" of female workers,and analyzes the impact of delayed retirement age policy on female workers.The study found that the delay retirement age policy will extend the labor market work stage of the life cycle of female workers,crowding out housework time and leisure time after retirement.Using the concept of opportunity cost and opportunity income to estimate the crowding-out effect,the change of time allocation caused by the delayed retirement policy for female workers is negative,which means it will reduce the utility and welfare of female workers.Therefore,it is foreseeable that rational female workers tend to oppose the policy of delayed retirement age policy.This paper surveyed the time allocation of female workers and their willingness to delay their retirement in the service industry by selecting the Qingyang District of Chengdu as the example.The results show that the homework time of the female workers who work in the low-level service industries such as retailing and domestic cleaning has the obvious relativity with their delayed retirement intention.That is to say,the longer their homework time is,the more they tend to oppose the delay retirement age policy.In addition,the study also found that the impact of time allocation changes the path of female workers will be different.The female workers in the law of working hours in the service industry oppose the delayed retirement age policy because of the preference for leisure time,they are concerned about the decline in the quality of life brought about by shortening their leisure time;the rest of female workers who work on holidays and often work overtime are opposed to delaying retirement age because they are afraid of homework time being occupied and can not take care of the elderly and grandchildren or other family members.Finally,based on the survey of female workers' willingness and attitude,this paper puts forward measures to promote the policy of delayed retirement age.In this paper,we propose to select a appropriate time to implement progressive delayed retirement policy to reduce the negative impact on the life-cycle schedule.Then,the policy of delaying retirement age should be adopted firstly in the female workers who are working regular hours and have long rest time.And for female workers whose family members need indeed care,we should adopt a more tolerant approach.
