Research On The Functions Of County-level Communist Youth League In Promoting The Development Of Voluntary Service

In recent years,China’s economy and society have developed rapidly,people’s living standards have improved significantly,and China has hosted a number of international events,significantly enhancing its international competitiveness.At the same time,our country also suffered from the impact of COVID-19 and various natural disasters.Volunteers played an active role in national economic construction and emergency rescue.As the leading organization of young volunteers in China,the Communist Youth League has made unremitting efforts to promote voluntary service.Compared with more than 20 years ago,voluntary service activities have developed from the initial establishment of spiritual civilization to an important part of participating in social governance.The development of voluntary service has ushered in new opportunities,but it also faces many new challenges,which puts forward new requirements for the Communist Youth League.How to promote the development of voluntary service under the new situation has become an important issue that the Communist Youth League urgently needs to consider.In order to understand the current situation of the functions of the Xinjiang County Communist Youth League in promoting voluntary service activities,firstly,through field investigation and data access,summarize the measures of the Xinjiang County Communist Youth League in promoting the development of voluntary service,and analyze the exertion of the mobilization function,management function,service function,innovation function and governance function of the Xinjiang County Communist Youth League.Secondly,through the questionnaire survey among League cadres,volunteers,audiences and other groups,this paper analyzes the problems existing in the promotion of the functions of the Communist Youth League in voluntary service activities.The results of the questionnaire survey show that there are five main problems in the Xinjiang Communist Youth League: the mobilization effect is not ideal;Incomplete management mechanism;The service quality is not high;Insufficient innovation drive;The governance effect is not obvious.Then,combined with the theories of new public management,social governance and collaborative governance,it is analyzed that there are five reasons: the existence of ideological misunderstanding;Lack of management experience of organizers;The positioning of government functions is too strong;Backward traditional working methods;The department coordination mechanism is not sound.In view of this,according to the relevant knowledge of new public management,the author puts forward five suggestions for the Communist Youth League of Xinjiang county to better play its functions: strengthen publicity and mobilization;Improve the management mechanism of voluntary service;Clarify the responsibilities of the Communist Youth League;Innovative volunteer service content;Strengthen the coordination and linkage of various departments.This study can enrich the relevant theories about voluntary service and the Communist Youth League’s assistance to the government in governance,and has great practical significance in promoting the county-level Communist Youth League to adapt to the social development situation in the new era,provide more high-quality voluntary service activities and assist in social governance innovation.
