Research On The Path Of Grassroots Communist Youth League Organizations Serving Youth Entrepreneurship ——Taking Guangrao County,Dongying City As An Example

Youth employment is a worldwide problem,and China is no exception.The employment pressure of youth,mainly college graduates,will remain outstanding.The problems of youth employment difficulty and high unemployment rate have aroused great concern in society.Under this situation,it is of great practical significance to promote employment by entrepreneurship to alleviate the youth employment problem.Youth is the vitality of the Communist Youth League.Paying attention to,caring for and serving young innovative and entrepreneurial talents wholeheartedly is an important aspect for the Communist Youth League to show its mass character.Compared with other counties in Shandong Province,Guangrao County,as one of the top 100 counties in China,has developed industry,but its traditional industries are facing the challenge of transformation and upgrading.In this period,opportunities and challenges coexist for young people in Guangrao County.Therefore,for Guangrao County,it is an important task to grasp the background of the times,integrate the functions of units and serve young people’s entrepreneurship.Firstly,this paper describes why the Communist Youth League serves youth entrepreneurship and its theoretical and practical significance,sorts out the literature at home and abroad,and adopts the research method of combining questionnaire and case investigation.The related theories mainly explain the concepts of the Communist Youth League,"Double Creation" ecological environment,"Two New Organizations",etc.Through the theory of market failure and government failure,this paper studies the services that the market can’t provide and the government can’t provide completely.Based on the new public service theory,it positions the Communist Youth League as the third sector,and studies how the Communist Youth League can coordinate all resources and promote the all-round development of youth entrepreneurship.Starting with the youth’s entrepreneurial willingness and demands,this paper puts forward the countermeasures of improving the specific service measures of the Communist Youth League to promote the youth’s employment and entrepreneurship,and provides some valuable suggestions for the relevant departments to study and guide the youth entrepreneurship.This paper analyzes the development situation and research on entrepreneurial environment in Guangrao County,and expounds the characteristics and current situation of entrepreneurial youth groups in Guangrao County with cases and figures,including the selection fields and project basis of entrepreneurial youth in Guangrao County,the obstacles faced by young people returning home to start businesses,the motivation of young people returning home to start businesses,the ways that young people hope to acquire entrepreneurial knowledge,and the measures that entrepreneurial youth hope the government can take in serving entrepreneurship.This paper introduces the effectiveness,existing problems and reasons of measures taken by the Communist Youth League in Guangrao County to serve youth entrepreneurship.In the next step,it is necessary to explore ways to enhance the participation of the Communist Youth League in youth employment and entrepreneurship services from platform construction,cadre quality improvement,resource integration,activity development and organization construction,integrate effective internal and external resources,strengthen coordination and linkage among all parties,and actively build a working mechanism for grassroots organizations to serve youth entrepreneurship.
