Research On Influencing Factors Of Digital Enabled Public Service In Heilongjiang Province Based On SEM

The construction of digital government is an important way to implement the strategy of strengthening the country through network and promote the modernization of government governance system and governance capacity.It is also an important measure to improve the quality of government services,enhance the credibility of the government and build a service-oriented government satisfactory to the people.Novel coronavirus pneumonia has responded to the call,actively implemented the digital government’s strategic planning,and achieved some achievements in the aspects of people’s livelihood service,enterprise development,disaster prediction and emergency management.Especially during the fight against the new crown pneumonia,the digital government has highlighted its advantages in epidemic prevention and control,personnel flow,resumption and resumption of production.Heilongjiang Province issued a series of policies around the construction of "digital Longjiang",established special institutions and organizations such as big data,digital government and smart city,and online government platform.However,compared with other regions,it is still in its infancy.As one of the key objectives of the construction of digital government,the influencing factors of digital enabled public service are complex and need to be clarified,and the relevant theoretical research in the academic circle is still insufficient.In this context,from the perspective of digital government construction,taking digital enabled public services as the research object,this paper explores which factors will have an important impact on digital enabled public services in the process of digital government construction in Heilongjiang Province,and how different influencing factors interact,so as to enrich relevant theoretical research,It provides theoretical guidance for the construction of digital government and the practice of digital enabled public service in Heilongjiang Province.Based on the existing research and practice,this paper abstracts the four objectives of digital enabled public services: in-depth application,real-time perception,accurate service and dynamic supply,as well as the three basic guarantees of technology foundation,data interconnection and information sharing,so as to determine the three influencing factors of technology support ability,data interconnection degree and information sharing environment,Form the analysis framework and research hypothesis of the paper.Using the way of questionnaire survey,the paper collects the data on the effect of digital enabled public services in Heilongjiang Province,establishes the structural equation model of the influencing factors of digital enabled public services in Heilongjiang Province by using SEM method,and makes empirical analysis such as model fitness and path verification.It is found that the digital enabled public service in Heilongjiang Province is affected by many factors,such as digital infrastructure,the application degree of digital technology,data resource system,data governance system and information sharing environment.Different factors will promote and influence each other.Under the combined action of these factors,the effect of digital enabled public services will finally appear.Combined with the existing research and practice,it is found that the development stage of digital government in Heilongjiang Province is still in the early and middle stages,the layout of digital infrastructure and the depth of digital technology integration are also in the rapid layout stage,and the technical support capacity has a high contribution to the effect of digital enabled public services,and also injects power into the optimization of data governance and information sharing environment.Based on the in-depth analysis of the current situation of digital infrastructure construction and digital governance of Heilongjiang Province,the paper has found that the existing problems in the construction of digital infrastructure and digital governance have been improved in the initial stage of digital infrastructure construction and digital governance There are still deficiencies in data resource system management,and there is still a certain gap between the overall development level and other provinces.This paper puts forward some specific countermeasures,such as scientifically formulating strategic planning,building digital infrastructure construction ecology,optimizing data governance system and governance capacity,and establishing multiple participation mechanism of public services,so as to provide theoretical reference for practice.
