This paper is intended to establish a theoretical model for training of grass- roots civil servants according to some relevant training theories. Based on a case study in Xingan county, the paper analyzes the present training status and the existing problems in training the grass- roots civil servants, and then puts forward some corresponding suggestions on how to perfect this training system in China's future work from a problem-solving perspective.As few domestic and international researches have been made in a specific grass-roots dimension, this brings challenges to the research progress, but it also reflects the theoretical and practical significance of researches in this field. This paper is just a try hoping to attract more experts' attentions to the development of the training work for grass- roots civil servants. The paper also tries analyzing with more new concepts in a new perspective and finally proposing more feasible solutions.A new perspective on the analysis with more new concepts is also a try in this paper with the purpose of proposing more feasible solutions.
