Research On Problems And Countermeasures Of Local Government In Promoting Higher Vocational College Industry-education Integration

Along with the economic and social development and industrial transformation and upgrading,for the implementation of Several Opinions by The General Office of the State Council on Deepening the Integration of Industry and Education(Issued by The State Council Office [2017] 95),including the innovative talent training mode,the promotion of human resources supply side structural reform,promotion of higher education,vocational education’s ability to support economic and social development,Sichuan government issued The General Office of the Sichuan Provincial People’s Government on the Implementation Opinions of Deepening the Integration of Industry and Education according to its real situation,which boosted the integration of industry and education.Local governments have played an active role in promoting the integration of industry and education in order to realize the regional economic development served by education and promote the supply-side structural reform of human resources.This article attempts to take Sichuan A college as an example to do research on the problems of local government in promoting higher vocational colleges industry-education integration.By designing questionnaire,invest and analyze the present situation and deficiencies of local government in promoting A college production-education integration.Have a better understanding of the current situation and deficiencies of local government on higher vocational college industry-education integration through interviews.It is analyzed that regulations and policies are not systematic,lacking of specific implementation guidance;the government has insufficient financial support for the integration of industry and education;the government does not have an overall planning and coordination mechanism for the integration of industry and education;the government lacks of public service awareness.All the reasons limit the local government’s ability to promote the integration of industry and education in higher vocational colleges.This paper analyzes the reasons for the above situation and shortcomings,and finally puts forward targeted measures for local governments to promote the industry-education integration in higher vocational colleges by referring to the cases of Jiangsu and Guangdong governments promoting the integration of industry and education.This paper aims to analyze the problems of the local government in promoting the integration of industry and education in higher vocational colleges,and points out that the local government should perfect legal policy system;optimize the external environment;establish and perfect the management mechanism;enhance local government public service ability to promote local government’s ruling ability,to promote the depth of integration of industry and education,to optimize the talent supply and demand,to promote social and economic development of Sichuan province.
