| Since the reform and opening up,China’s higher vocational education has made remarkable achievements under the attention of the government,cultivated a large number of high-quality workers,high-level technical and skilled personnel,and played a pivotal role in accelerating the transformation of the social and economic structure and industrial upgrading,alleviating employment pressure and promoting employment,and the important position of higher vocational education has become increasingly prominent.As a public good,the traditional model of local governments,as the "all-round government",is no longer suitable for the modern era of economic transformation and industrial restructuring.At the theoretical level,as a public good,higher vocational education has gradually formed a diversified supply situation of vocational education led by local governments,guided by the industry,and participated by enterprises.However,according to the statistical yearbook data and survey data,there are still problems in the development of higher vocational education,such as unclear division of rights and responsibilities among multiple subjects of local governments,enterprises,industries,and vocational colleges,unbalanced multi-party forces,and poor enthusiasm for holding higher vocational education,which is not a real sense to achieve collaborative governance.In this context,this paper takes Zibo City as an example to explore how to help local governments correctly perform specific functions in higher vocational education and promote the effective development of collaborative governance process.On the basis of defining relevant concepts and theories,this paper introduces research questions,analyzes the application of the classic model of collaborative governance-SFIC model,and improves the ideas,analyzes the development status of higher vocational education in Zibo from the theoretical framework of the four elements of initial conditions,leadership ability,system design and collaborative process,and studies the coordination of multiple governance subjects under the leadership of local governments in the open system composed of local governments,enterprise industries,and higher vocational colleges.The process of working together and ultimately achieving the purpose of maximizing the preservation and promotion of the public interest.Through the analysis of the current situation of local government functions in the development of higher vocational education in Zibo,this paper summarizes the dilemma of collaborative governance of higher vocational education suppliers in China caused by the lack of collaborative governance,mainly due to the unequal forces of multiple parties,which makes it difficult to form initial conditions,the lack of system design leads to confusion in collaborative action,the unclear division of rights and responsibilities leads to weakening leadership ability,and the lack of coordination ability makes it difficult to maintain in the collaborative process.Then,on the basis of summarizing the causes and drawing on the operation mechanism of German "dual system" vocational education,the optimization path of local government functions in the development of higher vocational education is proposed from the four dimensions of initial conditions,catalytic leadership,collaborative ability and system design.Finally,the relevant research views of this paper are sorted out,the shortcomings in this paper are reflected and summarized,and the necessity and importance of local governments in the development of higher vocational education are further emphasized,and the research significance and future value of this topic are actively prospected. |
