Research On Inclusive Governance Of Urban Village Renewal:from Demolition To Comprehensive Treatment

Chinese government began to attach importance to the reconstruction of urban villages since 2006,and economical land use plan began to be taken into account in 2008,which was implemented nationwide from then on.Urban Village Renewal refers to the optimization and change of urban villages,which includes improvements of the physical space structure,public service,cultural functions and social governance,to accomplish the regeneration and renewal of urban villages in a gradual way.The governance of slum areas in Singapore and the United States involves multiple subjects,but emphasizes large-scale demolition and construction under the guidance of the rule of law,while ignoring the survival and development interests of slum residents.The governments of Shenzhen and Guangzhou carried out the reconstruction of urban villages earlier,including inclusive management of physical space,history,culture,economy and society,which promoted the inclusive development of the reconstruction of urban villages.From the renewal of villages in L city,inclusive governance has not been fully applied,nor has it paid enough attention to the inclusive management of non-physical space.Based on theory of polycentric governance,inclusive governance,police governance theory and current policies and regulations,this paper analyzes the situation of inclusive treatments of urban village renewal in D District by semi-structred interview and participatory observation.The author thinks that there are some problems in inclusive treatments of D district renewal,such as lack of initiative in the perspective of multiple participation,lack of tolerance in the context of transformation implementation,and distribution difference in the context of transformation achievement sharing,and analyzes the reasons.This paper summarizes and analyzes the experience of inclusive governance of urban village renewal through analysis of comprehensive governance in Guangdong Province.Finally,the author puts forward some suggestions such as encouraging diverse actors to participate in the renovation,promoting inclusive development in the renovation process,and ensuring that the fruits of the renovation are reasonably shared,so as to provide reference experience for inclusive treatments of urban village renewal in D village.
